Abstract
This article considers the prospects for the development of transport and communication services of the Republic of Belarus within the framework of the initiative «One Belt − One Way». The development of transport and logistics services in the country is analyzed, problems for the realization of the geoeconomic potential of the Republic of Belarus in the Eurasian Economic Union are identified. The measures to digitalize and introduce IT solutions into the logistics activities of the Belarusian Railway are proposed.

Management of the development processes of the digital economy of the regions
Abstract
The main directions of development of digital transformation processes of the regional economy based on the use of advanced information technologies are considered. The analysis of the activities of a number of regions in the context of the transition to the digital economy is carried out and it is concluded that the priority direction of their development is the use of effective information technologies aimed at improving the management of production activities.It is shown that the implementation of information technologies is associated with solving a set of tasks that ensure the development and effective use of intellectual resources of modern enterprises and organizations, and is aimed at increasing their potential to initiate and implement innovative projects of varying complexity and focus in the digital economy. The basic elements of a scientific and innovative complex are disclosed, the key element of which is the organization of an innovative infrastructure, which includes a regional system for managing enterprises and organizations based on the use of innovative information technologies.

Intra-regional differentiation in the socio-economic development of the Republic of Dagestan
Abstract
Based on a comparative analysis using various data processing methods, an assessment was made of the level of socio-economic development of municipal districts and urban districts of the Republic of Dagestan, an analysis and systematization of factors that stimulate the emergence of intra-regional differentiation, key factors were identified, the scale of socio-economic differentiation was assessed, and the main territorial trends in the transformation of socio-economic development.

Analysis of inclusive development in resource-dependent and non-resource regions of Russia
Abstract
The purpose of the study is to conduct a comparative analysis of inclusive development in resource-dependent and non-resource regions of Russia. For this, the paper proposes a method for assessing inclusive development of regions, which includes three groups of indicators. The paper conducts a comparative analysis of both the general index of inclusive development and its individual components in resource-dependent and non-resource regions of Russia. The analysis revealed that there are statistically significant differences in indicators of inclusive development both between resource-dependent and non-resource regions, and between different groups of resource-dependent regions.

Theoretical substantiation of anti-crisis industrial policy in the conditions of unrecognized statehood (on the example of the Donetsk region)
Abstract
The article presents a theoretical justification for the anti-crisis industrial policy in the conditions of unrecognized statehood, taking into account the internal problems of the region and the international positions of the state, which determine the features of its economic development. The main theoretical provisions of the formation of the concept of industrial policy in the Donetsk People's Republic (DPR, Republic) are analyzed.
Purpose – development of a set of theoretical provisions aimed at forming the concept of industrial policy and ensuring the effectiveness of its implementation in accordance with the specific historical conditions of existence and the strategic goals of the development of the economy of the Republic.
The article presents the justification for the expediency of forming the concept of an anti-crisis industrial policy, adequate to the specific historical conditions and strategic goals of the development of the economy of the Republic, as well as proposals and recommendations for the formation of goals, objectives and principles for its implementation.

Abstract
The article presents an overview of theoretical approaches to the issue of regional economy or spatial economy. The process of evolution of scientists' views on the basic concepts of spatial economics from the stage of its origin to modern research in this field is considered. For this task, the authors have chosen a chronological approach. The paper demonstrates how regional studies developed to the modern spatial economy studies, when the synergetic effect of interdisciplinary research between regional economics and geography appeared. The authors have identified four periods of development of the regional economy.

Abstract
The article considers the experience of creating innovation centers in Russia. On the example of the innovation centers Skolkovo, Innopolis, InoTomsk, ITMO Highpark, the organizational and legal forms of their functioning are systematized and the main subsystems of innovative territorial ecosystems are substantiated: scientific and educational environment, business environment, institutional environment, urban and sociocultural Wednesday. Based on the analysis, the main problems of their development were identified. The necessary infrastructure elements for the sustainable development of innovation centers have been developed. The main goal of creating innovative systems should be self-development. The stages of creation of territorial innovative ecosystems are singled out: self-organization and self-development. Definitions of these stages are given. The types of innovative territorial centers and the necessary measures for the creation of self-developing territorial innovative ecosystems are proposed.

The purpose of the article is to study the regional features of the tourist and recreational potential and the key problems that arise in the process of formation of tourist clusters in the Krasnoyarsk Territory.
An approach to the study of the prerequisites for the development of tourism using the methods of spatial and structural analysis is proposed, a complex of promising tourism clusters is formed, an assessment is made of the directions for the formation of new centers of economic development and diversification of tourism products, a typology of tourism projects is proposed that allows substantiating the priority areas of state support for tourism development.

Evaluation of the effectiveness of measures to stimulate the investment activity of small businesses
Abstract
The development of small business affects the level of financial well-being of the country's population and, as a result, improves the quality of life of citizens. The article states that large-scale state support is being implemented in Russia, with the help of which measures are being implemented related to the creation and improvement of conditions for the development of small businesses. When processing the data, general scientific research methods were used: comparative analysis, graphical analysis, synthesis, grouping, generalization. The purpose of this study is to analyze the state support for small business in the current conditions of the Russian Federation and foreign countries. The methodology of comparative analysis and synthesis in the context of this article is based on a review of foreign and Russian scientific publications, practical recommendations from leading experts, and strategic documents on the regulation of small businesses at the state level. The article explores the tools to support small businesses in the Russian Federation and foreign countries such as Germany, China and the United States. The authors also identified the main support measures in all countries. The results obtained will help in further research to put into practice and evaluate the impact of these tools on the success rates of small businesses.

Analysis of the development of the beekeeping industry in Russia: identifying problems and searching for reserves to increase competitiveness in the international arena

The development of the beekeeping industry at the present stage is relevant and requires the development of new management methods and tools in the context of overcoming the pandemic of coronavirus and the transition to digitalization of business processes. Beekeeping enterprises play a crucial role in such areas as food security, the production of environmentally friendly products and the preservation of biological balance. In this regard, the aim of this study is to identify the key competencies of Russian beekeeping enterprises to ensure a high level of competitiveness in the global agro-industrial market. To achieve this goal, this article analyses the dynamics of the industry and assesses the effectiveness of beekeeping enterprises in the leading honey exporting countries. This made it possible to reveal the peculiarities of the beekeeping industry in Russia and in foreign countries and on the basis of this develop proposals and recommendations for the development of the industry and increase the competitiveness of beekeeping companies.

Leveling imbalances of territorial development of the resource region by implementation of infrastructure and investment projects
Abstract
The Article considers a problem of searching for the proper mechanism of leveling intra-regional development of the resource region. Imbalances of spatial socio-economic development cause unreasonable migration of population, along with the formation of depressed areas and unsustainable development of the region as a whole. This problem is particularly evident in resource regions with the developed sector of extractive industries, where mining companies do not invest in the territories of their presence, but mainly use rotational work. To solve the existing problem it is suggested to apply a project approach for territorial development, based on a private-public partnership. It allows providing sustainable financing for the project implementation and combination of economic and social goals for the development of the service territory. The aim of the research is to substantiate the mechanism of reducing an asymmetry in intra-regional development of the resource region using the project-based approach. An analysis of the project-based approach applied to reduce intra-region disproportions of economic and social development by the example of Krasnoyarsk Krai has demonstrated its high efficiency.

Various methods of allocation of agglomerations, including in foreign countries, are considered. Agglomerations currently play a key role in the socio-economic development of territories, forming innovative processes in large territorial systems. It is necessary to develop unified methodological approaches that can be used to develop legislation on the definition of agglomerations and their management within the framework of spatial development and territorial management. Problems and ways of farm economy development in the context of global challenges
Abstract
The article is an important study on the contribution of approaches to the theory of development to the development of agricultural economics. It presents the main achievements applied in approaches to the theory of stages of economic development, the theory of production and the theory of the relationship between growth and income inequality. The data are collected from publications of statistical offices of several countries around the world, as well as from scientific articles related to theories and empirical studies of economic development of farms. The research is based on traditional methods of historical science: problematic, comparative historical and systemic. The results show that there is no economically optimal agricultural structure; rather, it seems that it evolves depending on the stage of economic development. Today, when the world agriculture is experiencing a crisis in new conditions, it is important to objectively assess the experience of the development of farms in the countries of the world and draw the necessary recommendations from this. The key areas of development of the modern farming economy are: strengthening the role of agricultural cooperatives, stimulating the creation of procurement, supply and sales structures, the development of credit cooperation, facilitating the connection of farms to global value chains, implementation of digital transformation in agriculture.

Digital subsystem of the region: essence, management tools
Abstract
Goals. Search for tools for managing the development of the digital economy at the regional level, and the possibility of their application in differentiated subjects of the Russian Federation.
Methodology. This study uses a semantic analysis of the definitions of "digital economy" to identify the terminologies used. On the basis of a systematic approach, the digital economy was disaggregated, the concept of a regional digital subsystem was identified, with a further definition of its main elements.
Results. The elements that most characterize the regional digital economy are highlighted. A matrix structure of the interaction of elements between public and functional subsystems that form the basis of the regional digital subsystem has been developed.
Conclusion. In the course of the work, with the help of system analysis, the main elements of the regional digital economy were identified. Cause-and-effect relationships between the studied subsystems of the regional digital subsystem are revealed. The proposed management toolkit will allow for a differentiated selection of tools.

Abstract
Within synergetic formalism the role of the scientifically grounded public administration system for strategic innovative socially-oriented development of modern megastate is presented on the basis of the 4thand 5thPlenary Sessions of the Communist Party of China Central Committee materials. The main elements of innovation activity in the field of public administration as coherence, environmental friendless, openness, joint use as welldirections of socialism with Chinese specificity perfection and strategic course on development of science, engineering and education. Necessity of further modernization of system of public administration and development of managerial competencies, creativity to provide correspondence of innovation potential to requirement of high-quality development of state and society is underlined. In the framework of concept of scientific development a new architectonics of mutually beneficial cooperation is proposed. Harmonic synergy of human and nature is planned to achieve.

Income security component of the economic security of the region
Abstract
The main purpose of the study is to develop a methodology for assessing the economic security of the region in the context of income security as the main component. The Russian approaches to the economic security of the region are generalized using the methods of content analysis, its components are highlighted – the state of the socio-economic system, safety, sustainable development, and external and internal threats protection. It is noted that the main criteria for measuring economic security is not the identification and neutralization of threats, but the maintenance of a decent standard of living and the availability of necessary and sufficient resources to ensure it. The author's hypothesis is that income security is a reflection of the level of economic security of the region. A regional index of economic security is developed. The quantitative measurement of the level of economic security of the region is based on data for 81 regions of the Russian Federation for the period from 2010 to 2019; the calculations were carried out using the methods of statistical analysis. Analysis of the level of economic security of the regions in terms of income security reveals a number of contradictory points that emphasize the differentiation of regions by the level of socio-economic development. Calculations show that subsidized regions are the leaders of economic security, while industrially developed regions are rated below average. Based on the results, it was concluded that the lag in the level of wages and pensions does not determine the correlation between the level of economic development of the territories and the level of income of the population.

Northeast China «revitalization» strategy: experience in managing the development of peripheral territories
Abstract
Over the past several decades, China's Northeast has been a challenge for political leadership. Once the center of modern industrial socialist China, today the region lags far behind the rest of the country in terms of economic, social and environmental development. Over the past twenty years, the central and local governments of the PRC have made persistent efforts aimed at revitalizing and imparting a new dynamic to the development of the region. However, its economy is still depressed, and the social situation is difficult. This does not mean that the situation is not changing at all. The years that have passed since the beginning of reforms in the Northeast have been marked not only by a deeper understanding of the essence of the problems, but also by some positive practical changes. All this creates the theoretical and practical baggage that is necessary for effective management of the development of peripheral territories in the changing global and national conditions. The accumulated experience is of theoretical and instrumental interest for solving the problems of peripheral and / or depressed territories and in other national contexts. Last but not least, this concerns Russia, for which the task of «exploration and development» of its remote eastern territories has also remained relevant for many years. Even though the peripheral / border territories of Russia and China function in many different natural, economic and political conditions, they have different experience and traditions of economic development, the mutual exchange of experience in managing their development can be useful for developing more effective and efficient strategies for solving the problems of depressive and / or lagging regions.

The rank reversal effect and its manifestation in the ecological and economic tasks of placing objects in the Arctic zone of the Russian Federation
Abstract
The manifestations of the rank reversal effect in the study of ecological and economic objects are considered. This phenomenon occurs in various expert technologies when new factors are added and changes the order of their arrangement in the ranked series. This leads to a change in the significance of factors, their weighting coefficients and may, in turn, affect the ranking of alternatives when using some approaches and models. The problem of the occurrence of violations in formal logical constructions when using expert methods is discussed, for which the authors find explanations that are quite acceptable from a meaningful point of view. It is shown that one of the reasons for the appearance of the rank reversal effect when ranking a combined group of factors and alternatives may be the appearance of a "group expert", as a result of which significant changes occur in the initial order. Using a concrete example - the task of justifying the choice of the location of an industrial facility with associated infrastructure in the Arctic zone of the Russian Federation, it is shown how this can happen. A recommendation is given which order of factors established after the addition of new ones should be taken as final.

Rural entrepreneurial ecosystems as an object of state regulation of their development
Abstract
It is proposed to consider the dynamics of trends contributing to and hindering the achievement of the set goals and objectives as the objects of state regulation of the processes of socio-economic development of rural areas at the federal and regional levels. In the agricultural sector of the economy, one of the main goals of the rural areas development is the need to increase the income and employment of the rural population through an increase in the volume of sales of competitive agricultural products in domestic and foreign agro-food markets based on the activation of rural entrepreneurship, the formation of the necessary state support for this. In the article, for example, the results of the analysis are given, which made it possible to establish long-term trends of increase or decrease in the volume of grain and milk production in various categories of farms (agricultural organizations, farms, households). The focus areas for the functional tasks to regulate the activation of rural entrepreneurship at the federal and regional levels are outlined.

Analysis on regional competitiveness concepts: case of the Da Nang province
Abstract
Socio-economic growth in accordance with the established targets is the province's competitiveness. However, the matter on how to strengthen competitiveness to help advance a sustainable economy in the future is a riddle, not only for every country but also for every province and city to consider and prioritize. In this regard, an analysis on the regional competitiveness concept has been executed. In addition, a practical study of the competitiveness of Da Nang Province is also presented, based on the assessment of the regional competitiveness index rating. The results show that although Da Nang is classified as a "very good" competitor, there are still many limitations in competitiveness related to transparency indicators and land availability. Especially during the Covid-19 pandemic, communication between the government and enterprises was untimely, which led to a weakening of leadership dynamism and restricting business support services. According to the results of the study, the authors substantiate proposals to increase the competitiveness of the region in the new economic conditions.

Abstract
The economic space of the country and regions, which forms the living and living conditions of the population, has not yet become the object of management influences carried out by federal, regional and local authorities. A feature of the modern state of this space is the lack of stability and unprepared many, if not most, of its territorial segments to provide normal and accessible living conditions for the population living in them. The article considers the issues of formation and development of regional life support systems for the population and proposes approaches to the modernization of organizational forms and methods of regulation of life support conditions in regional systems of the country in the form of mass life service systems of various types of organizational form, legal status, goals, principles and criteria of functioning. It was shown that cooperative associations and cooperation in the field of life create conditions for the transformation of corporations into self-organizing systems and processes.

Integrative aspects of the seaport management for the Northern sea route
Abstract
The Arctic region is in the sphere of the Russian Federation’ national interests as a potential development area. Development of the Northern Sea Route is the most important task of the government. Special attention is given to the territories of the Arctic zone and seaports located in the northern regions.
Port infrastructure is important for the effective development of the Northern Sea Route, specifically the transshipment of cargo, there are plans to increase transit, which gives domestic companies an opportunity to earn money and replenish the Russian treasury. It is necessary to increase the port capacity to accept ships, to develop access roads to the harbor, to increase the economic interest of the region, to develop the port, to involve local businesses to maximize the benefits of shipping along the Northern Sea Route. There is a fierce battle for investment between the Arctic ports, at the federal and regional levels, these investments can create new economic prospects for the residents and companies of the North.
The President approved the strategy for the development of the Arctic region of the Russian Federation and national security for the period up to 2035. This strategy defines measures aimed at achieving the main tasks of developing the Arctic zone and ensuring national security, as well as the stages and expected results of social and economic development and transport infrastructure, contributing to new economic opportunities for business activities, the orientation of the economy on the extraction of natural resources. The Arctic Zone's dependence on supplies of fuel, food, and other vital goods for the population living there.
Creation of the Northern Sea Route as a transport corridor of global importance for national and international cargo transportation. Development of seaport and shipping lanes infrastructure in the waters of the seas of the Northern Sea Route, combining transport and logistics services provided in the water area, based on modern digital technology. Creation of a platform dedicated to paperless processing of multimodal transportation of passengers and cargo. Creation and development of maritime service complex, repairs, supply and bunkering of ships, development of coastal bases and ports to provide services to companies navigating in the waters of the Northern Sea Route.

The purpose of this article is to identify the prospects for the development of the Brazilian electricity market and discuss its main features. During the market analysis, the author shows that Brazil is a country with great potential for the development of renewable energy with an emphasis on biomass and wind energy. The author compares the Levelized Cost of Energy (LCOE) of the most common types of electricity production and reveals that today, the most competitive are onshore wind farms and thermal power plants running on biomass. The article also concerns the problem of Brazilian electricity energy transmission system. As a result of the study, the main trends in the development of the Brazilian electricity market have been identified. There will be an increase in the importance of non-conventional renewable energy sources in the country while maintaining the balancing role of fossil fuel production. Synergy between the state and the private sector will allow Brazil to achieve energy efficiency and security.

Support of the indigenous small-numbered peoples of the North and reindeer husbandry in the Murmansk region as a traditional economic activity of the Kola Sami
Abstract
The purpose of the presented article was to study measures to support the indigenous peoples of the North living in the Murmansk region, to preserve their identity, culture, language, traditions as the tangible and intangible cultural heritage of the Russian people.
The article also discusses the measures taken by the government of the Murmansk region to maintain reindeer husbandry as a traditional type of economic activity of the Kola Sami.
It is determined that one of the components of the national interests of the state is the preservation of the cultural and historical heritage of the people of Russia, the strategic national priority is the preservation of the people of Russia. The most important thing in the protection of traditional Russian spiritual and moral values and culture is the preservation of the tangible and intangible cultural heritage of the Russian people.
An integral part of the Russian people are the indigenous peoples of the North, including one of the smallest peoples of Russia - the Kola Sami or as they are otherwise called - Lapps.
The article also examines the place of the region in the production of venison in Russia as a whole and the measures taken to reduce the unemployment of the employment of the Kola Sami in traditional economic activities.
The aim of the study was to analyze the current situation in the prevention of support measures for indigenous small-numbered peoples of the North and reindeer herding, as a traditional type of economic activity of the Kola Sami, in the Murmansk region, to identify the positive aspects of the support measures provided.
To achieve the goal set in the research process, a systematic approach to the study of economic phenomena was used, as well as general scientific methods - observation, analysis, synthesis and comparison. Within the framework of the study, the impact of state support measures carried out by the government of the region on the preservation of the identity of the lapps was studied, and the directions for which additional efforts should be made to improve the status of reindeer husbandry were identified.

Exchange between nature and society as a methodological principle of research and regulation of environmental protection (The Case of the Komi Republic)
Abstract
The purpose of the study is to test the hypothesis about the nature of the relationship between nature and society. In the article, the authors argue that there is no mutual conquest in the interaction of nature and society, but there is exchange. The study of the relationship between society and nature based on the model of exchange between nature and society has both theoretical and practical significance. The exchange between nature and society as a methodological method of a holistic view of the ecological relations of a society with its environment makes it possible to expand the categorical apparatus for solving environmental problems of a country, region, municipalities and organizations. Using exchange as a methodological tool for analyzing the relationship between nature and society, the authors reveal the main environmental problems of the Komi Republic of Komi; unsolved implementation of the polluter pays principle; unprofitable services for the collection and disposal of waste; improvement of environmental management at enterprises.

Synchronization of strategic actions of the restaurant business and the market of the Krasnoyarsk Territory as a factor in ensuring competitive sustainability
Abstract
The article presents the dynamics of the restaurant market of the Krasnoyarsk Territory over the past 7 years, demonstrating its contraction provoked by the crisis phenomena in 2014-2015 and 2020-2021. Using the example of one of the key players of this market in the region, the Bellini Group holding, the need to synchronize strategic business actions in accordance with the "failures" of the market is shown. Calculations of the holding's performance index are given, and a trailer is built on their basis, demonstrating a certain cyclicity in the holding's development processes. A three-coordinate classification diagram of Bellini Group strategies has been formed, which has a dynamic character. The diagram confirms the need to transform strategic actions in order to ensure competitive sustainability.

Development of small towns through the prism of cityization, comfort and corporatization of the economy
Abstract
The aim of the work is to analyze the urban and social environment of a small town.
In the course of the work, the authors used general scientific methods: comparison and analogy, analysis and synthesis. Because of the study, the criteria for the analysis and classification of small towns are determined; the main directions of the development of urban economy in a small town are outlined. The authors concluded that in order to choose an effective and successful method of urban management, it is necessary to develop a social and corporate culture based on the principle of "co-owner of the territory" and to raise the level of entrepreneurial culture. The authors also highlight the problems of the formation of socio-economic and everyday culture, which hinder the development of the urban economy of a small town. Educational institutions, public authorities to form the corporate culture of a small city, as well as to develop entrepreneurial abilities at an early stage, can use the results obtained.

The Policy of Managing the Entrepreneurship as a Factor of the Far East’s Priority Development and Integration of Russia into the Asia-Pacific Region: History and Reality
Abstract
Relevance. Modern entrepreneurship is a new phenomenon in the contemporary history of Russia, it is not a revival of the pre-revolutionary entrepreneurship, which, having barely been rooted in the social structure of the Tsarist Empire, was destroyed in the first half of the 20th century by the Soviet power. We find it necessary to emphasize that the instability of the society during the transitional period is engendered by joint, but not co-organized actions of people, when the soviet system was already broken, while the other one – has not yet been created. In this situation, special social entities become relevant in the society, and the people, who form them, take part in the processes of social interaction. In Russia, entrepreneurship became such special entity, which very quickly was integrated into the social structure of the society. As early as 2002, the all-Russian population census recorded that a new social entity, which was not present in the soviet society, had in its structure the owners-employers numbering about 1 million persons and 2 million of private entrepreneurs [3].
Most characteristically this process can be seen in the example of the Far East of Russia, where as far back as the mid-1977, in the course of privatization, the assets were basically determined by the forms of property. Out of 143,855 enterprises and organizations, only 9,958 remained state-owned, which amounted to 6.95%, and 9,062 were municipally-owned (6,5%) [5].
Yet, under conditions of the economic and financial gravitational shift of the world to the Asia-Pacific Region, where 60% of the world’s GDP accounts only for 21 APEC member states, inhabited by more than 40% of the planet’s population [1], the Russian Federation critically faces a strategic objective of integration into the Asia-Pacific Region. The Far East proved to be a connecting link for such integration, because far-eastern entrepreneurs have already had the trade and investment connections with the business world of the Asia-Pacific region countries, the system of «co-development» was forming between the enterprises of the Russian Far East and the neighboring countries of the Asia-Pacific region. It has been shown that the Far East with its transit transport functions, taking into account the revival and development of the Northern Sea Route, availability of unique mineral raw materials having worldwide significance, fuel and energy, forest and marine biological resources on the territory of the region which occupies 36.4% of the entire Russian territory, which has practically been already a part of the space of the Asia-Pacific Region [6], proved to be a region, the future of which the President of the Russian Federation, V.V. Putin, has marked as «one of the key centers of the entire country in the twenty-first century»[13]. This became a basis for the Federal Purpose-Oriented Program «Social and Economic Development of the Far East and Baikal Region for the Period up to 2025» [15]. The state provided an unprecedentedly high level of financing – Ruble10.6 trillion, taking into account that the Far East is one of the most important regions of the country both strategically and in terms of its geopolitical position, being also a naval outpost of Russia in the Asia-Pacific region.
The article analyzes the reasons for mistakes and corruption in managing the realization of these strategic objectives. The conclusion was made regarding the initial stage of forming the new mission of the territories neighboring the countries of the Asia-Pacific Region.
Method. When the methodology of the present research has been developed, the following principles have been used as its basis: the principle of determinism – to identify the general interconnectedness and causal dependence of all the phenomena related to modernizing the functions of the state for supporting entrepreneurs in their formation and determining the sphere of their activity; the principle of credibility – in the use of various types of sources for formation of the author’s concept by the results of the work on the topic; the principle of objectivity – for comprehensive representation of the specifics of the entrepreneurship development in the Far East under conditions of solving a strategic task – integration of Russia into the Asia-Pacific Region; the principle of contradiction – for identifying the essence of the entrepreneurship in the far-eastern vector, which had begun to form under conditions of remoteness from the center and disintegration between the far-eastern entities of Russia, which had become independent administrative entities, and the necessity to enter the market of the Asia-Pacific region countries in the context of Russia’s integration into the Asia-Pacific world.
Result. It was found out that as early as 1997, an economic structure ruling out the investments from the state budget was formed in the country. Thus, in 1998, the share of investments from the federal and municipal budgets was equal to 19.2%, whereas in 1994 it still stood at the level of 24.0% [5]. At that stage of historical development of the Russian Federation, performance of two national tasks was of great importance: the first task of the state was the formation of the positive attitude of the population to the entrepreneurial activity; the second one was a systemic application of the steering levers for raising the efficiency of the state support for business.
From the standpoint of the state, an entrepreneur was called to ensure realization of the high-order purposes and interests (growth of public welfare, employment support, strengthening national security, providing economic aid, etc.).
From the perspective of the entrepreneur, it is the state that must create conditions, under which he will be able to achieve his goals efficiently (maximization of profit, efficiency of investments, minimization of risk, protection of property and individual rights).
Conclusions. Formation of the comprehensive system of the state support for the entrepreneurship, which is a complex and long process, based on the following:
- a legislative and regulatory framework, which determines and takes into account the specific conditions of the regions, regulating forms and methods of its support and procedure for decision making;
- the mechanisms being applied, which generate observance of lawfulness and equal rights of the small business representatives in relationships of the government authorities with other economic entities;
- a need for creating «smart» (innovative and digital) economy, encompassing many aspects and fields of the activity being undertaken, which required the knowledge of business culture at the level of the businessmen from the Asia-Pacific region countries;
- a protracted search for the new models of the Far East advanced development (innovation model, «cluster» model, priority development areas (PDA), «cooperative development» with the business world of the Asia-Pacific region countries) had disoriented the entrepreneurs, which resulted in their remaining role as «suppliers» of raw materials from the natural wealth of the Far East to the developing nations of the Asia-Pacific region.

The article provides a comprehensive study of maternal (family) capital as a form of social support for families in the Russian Federation. In the course of the study, the legal institute of maternal capital was considered; studied the conditions and procedure for obtaining a certificate of maternity capital; analyzed the use of maternity capital; the size and procedure for providing regional maternity capital in the Primorsky Territory were investigated problems and prospects for the development of maternal (family) capital with the aim of forecasting socio-demographic processes in connection with the adoption of amendments to the legislation on maternal (family) capital are identified.

The effectiveness of the implementation of state programs (based on the materials of the Samara region)
Abstract
State programs are the most important tool for strategic management of territories. In terms of population, the Samara region ranks 11th among the regions of Russia and 4th among the regions of the Volga Federal District. In 2020, 50 state programs were implemented in the Samara region. Evaluation of the effectiveness of state programs as strategic planning documents was carried out on the basis of an analysis of the degree of achievement of strategic indicators (indicators), the planned values of which are established in federal and regional strategic planning documents, national and federal projects, long-term action plans, decrees and decisions of the President of the Russian Federation and the Government of the Russian Federation Federation. As a result of the study, it was revealed that in the Samara region we can talk about an effective regional policy in the relevant areas of the socio-economic development of the region, however, the assessment of the implementation of target indicators in the implementation of state programs of the Samara region made it possible to substantiate the need for an integrated approach and periodic refinement of the assessment criteria.

Evolution of the mechanisms of formation of prices for associated petroleum gas in the Russian regional markets (based on materials from Western Siberia)
Abstract
In 1992, several local markets for associated petroleum gas (APG) emerged in Western Siberia, the main oil-producing region of Russia. By their structure, all local markets were monopoly-monopsony. In countries where APG handling evolved with the development of oil production, there were no APG markets and APG handling was part of the oil producer's business. In the absence of an economic theory of the APG market and the ability to organize competition in the market, the state was forced to price APG using an empirical approach. Its use stimulated the demand for development of scientifically grounded theory of APG price setting. The first stage of the new approach was the development and introduction of the price scale based on ensuring the self-sufficiency of APG processing. The evolution of the toolkit developed on the basis of formation of the socially optimal price of APG is considered. The results of calculations of socially optimal APG prices at several local markets are given.

Development of alternative energy in the world and in Russia: renewable energy sources and their role in providing consumers with energy
Abstract
The article examines the global trends in the development and implementation of renewable energy sources. The world indices of the development of unconventional energy are compared with the Russian ones. The analysis showed that all over the world, the main trend in energy policy is the transition from non-environmentally friendly fuels to cleaner - renewable energy sources. Renewable energy supplies over a quarter (26%) of global electricity production. Over the past 20 years, the generation of electricity from renewable energy sources in the world has grown more than 10 times, and solar and wind energy are in the first place. Thanks to comprehensive policy measures, investments in research and development of unconventional energy in Europe, the United States, etc. renewable energy technologies are widespread. Due to the technological breakthrough in this area, in these countries, there is currently a downward trend in the cost of electricity generated with the help of renewable energy sources. Despite the world experience, the obvious advantages of renewable energy sources (inexhaustible energy resources, environmental friendliness, lack of a fuel component in the cost of energy produced) and their huge potential in Russia, the development of non-traditional energy is not widespread here. The share of renewable energy sources in electricity production in the country is 0.2%.

In the course of the research, the dynamics of the population size, the main factors contributing to the natural decline in the population were revealed; the dynamics of real disposable incomes of the population has been studied; the dynamics of the commissioning of residential buildings, the market value of one square meter of housing in the Russian Federation in the primary and secondary markets are considered; analyzed the change in the key rate of the Central Bank of the Russian Federation, the population living below the poverty line, unemployment in the Russian Federation, the gross domestic product and the number of abortions in the Russian Federation; identified the problems of demography of the population and the possibility of their solution.

Abstract
The article proposes a methodology for the formation of a mechanism for managing sustainable development of the agro-industrial complex of the region based on the concept of a business model. The modern directions of studying the business models of enterprises of the agro-industrial complex (the scientific school of internationalism and the scientific school of industrialism) are investigated. The expediency of choosing the concept of a business model for the formation of an integration mechanism for sustainable development of agro-industrial enterprises is argued and the architecture of innovative business models of enterprises in the agro-industrial complex is developed. To ensure sustainable development of the regional agro-industrial complex, the following types of innovative business models have been proposed: «from counter to plate», «from field to counter», clean producer, integrated business model of the agro-industrial complex. Analysis of the dynamics of the development of the world market of innovative business models of agricultural enterprises and their investment attractiveness. The directions of development of business models in the sphere of agribusiness that are attractive for investors have been substantiated. A mechanism for managing sustainable development of the agro-industrial complex is proposed, which takes into account the value chain (added value) and the network interaction of enterprises in the agro-industrial complex. As an alternative to increasing the efficiency of individual business entities and ensuring sustainable development of the agro-industrial complex in the region of implementation of the proposed one, the main advantages of outsourcing are substantiated.

Improving the tools for egulating regional inter-municipal cooperation in the context of development asymmetry (based on materials from the Irkutsk region)
Abstract
An important role in the preservation and development of democracy in the Russian Federation is assigned to local self-government bodies. But, within the framework of one municipality, financial and organizational difficulties arise in solving the problems of life support of the population and expanding the scope of municipal services provided.
The European Charter of Local Self-Government provides for the possibility of interaction of local self-government bodies to expand opportunities to meet the needs of the population through the introduction of inter-municipal cooperation, the main provisions of which are developed in Russian legislation.
It should be noted that the problems of the development of municipalities in the research literature are mainly aimed at studying the issues of the development of depressed territories, single-industry towns, and the directions of implementation within the regional policy of stimulating municipalities for the development of territories require additional study. This is especially true of considering the problems of applying mechanisms of horizontal interaction of municipalities to meet the social needs of the population.
The effectiveness of the use of various forms of intra-regional inter-municipal cooperation on the example of a subject of the Russian Federation is analyzed and criteria for determining the most rational combination of subjects of inter-municipal cooperation in terms of functions and powers performed are proposed.

Crisis in international container traffic 2020-2021: causes and consequences
Abstract
The vast majority of goods consumed by the population of any country in the world are transported using twenty-foot or forty-foot containers. More than 80% of container traffic is carried out using sea transport along transport routes formed under the influence of political and economic processes. This type of transport is generally recognized as the most optimal in the ratio of price and reliability factors. The onset of a new crisis, which entered an active phase in 2019 under the influence of the spreading Covid-19 pandemic, made it relevant to analyze the changes in the transport industry that took place in the global container transport industry from the beginning of the crisis to the present day, as well as how the events highlighted during the research can affect the further course of the field of international cargo transportation. The article analyzes the events that have occurred with the container shipping industry over the past 2 years, carried out by studying statistical information and conducting an expert survey, and also put forward a hypothesis regarding the future development of the transit railway transportation industry, due to changes in the pricing policy of sea transportation and ongoing political and economic processes.

Instability of the components of the socio-economic system of the northern regions of the resource type
Abstract
This article presents the results of a quantitative assessment of the main indicators of the financial and economic activity of the northern regions of the resource type in order to determine the zones of instability of their constituent socio-economic system. The object of the research is the subjects of the Russian Federation belonging to the category of northern regions of the resource type, belonging to the regions of the Far North and having a share of mining in the GRP of more than 30%. The subject of the research is the unstable components of the socio-economic systems of the studied regions. A methodological approach to determining the zones of instability and quantifying its level in the dynamic series is proposed. The zones of instability of the socio-economic systems of the northern regions of the resource type, which require increased attention from the regional authorities, have been identified.

Regional features of structural shifts gross regional product of Russia by types of first income
Abstract
The paper presents an analysis of the dynamics of changes in the structure of GRP of Russia by types of primary income from 2015 to 2019. The article analyzed the dynamics of the growth rate of GRP elements, used the index method and ranking. According to the results of the analysis of the growth rate (reduction) of the specific weight of GRP elements, 4 groups of regions were allocated by types of primary income. In most regions, the share of gross profit of the economy and gross mixed income increased, but in 15 regions the share of wages increased, and in the Leningrad region the structure of GRP by income did not change. During the period under review, the most significant shifts in the structure of GRP by types of primary income were observed in the Republics of Tuva and Sakha (Yakutia), as well as in the Trans-Baikal Territory.

The sustainability of regional development in a pandemic crisis
Abstract
The article analyzes the concept of sustainable development in the aspect of critical changes in the economic environment of the regions, caused by the impact of the pandemic coronovirus. The system qualities of the regional economy are revealed and the approaches reflecting the conditions and nature of ensuring the sustainability of regional development are systematized. The paper identifies indicators of resistance that ensure the adaptability of the system to the new economic reality. As a result, the author concludes that sustainability is determined by the nature of the relationship between the existing economic infrastructure of the region, state authorities and objective pandemic conditions, which act as the "context" of economic changes. The author identified the factors that form the anti-crisis potential of the regions in the context of constantly changing development contexts. These include structural factors inherited by the economic system, the adaptability of regional business structures to digital technologies, the diversity and quality of public administration tools.

The article is devoted to the analysis of electricity consumption in a highly developed industrial and agricultural region of central Russia – the Belgorod region during the COVID-19 pandemic. It is shown that against the background of the all-Russian decrease in electricity consumption, this region in 2020, along with a small number of others, stood out with an increase in consumption due to the growth of industrial use of electricity in the extraction of minerals and consumption of the population and households.

The low bioclimatic potential of the agro-industrial complex of regions classified as inaccessible and remote territories, which includes the Republic of Sakha (Yakutia), determines the need for a special approach and support for food supply by the state.
In order to address the issue of food security in the northern and Arctic regions, the State should set targets for such regions with thresholds below which the availability of food stocks cannot be lowered. At the same time, the regulatory regulation of the provision of the missing part of food should be carried out at the expense of federal resources.
In addition, the entities of the Russian Federation themselves should pay special attention to food security. The agrarian policies of such regions should aim at implementing more effective measures and developing mechanisms that would improve their food self-sufficiency.
The purpose of the study is to offer recommendations to solve acute problems of food supply in the northern and arctic regions of Russia.

On the issue of the attractiveness of rural areas for residents of the region (based on materials from the Kirov region)
Abstract
Introduction: Rural areas have a wide range of specific characteristics that significantly distinguish the analysis of their living and production attractiveness from urban areas. The purpose was to determine the most significant criteria of attractiveness for the rural sustainable development.
Materials and methods: The theoretical basis for the research was the works of national and foreign economists, materials of international, All-Russian and national conferences, within the framework of which the issues of rural formation and functioning in digital economy were studied. In the course of the research, such methods of scientific cognition as analysis, comparison method, logical, graphical and tabular methods were used. The basis of this article is a survey conducted among more than 500 residents of the Kirov region on rural attractiveness for different ages, education and marital status to identify existing trends and patterns in terms of residents' opinions.
Results: The conducted research determines the main criteria for rural attractiveness for population, both living and planning to move from these territories, as well as for urban citizens assessing the prospects for permanent residence.
Discussion: Assessment systematization of rural attractiveness will allow to rate existing rural areas, and also determines the most priority actions to improve life quality and to attract the population
Conclusion: According to the survey, the assessment of the current state of rural attractiveness among residents of the Kirov region was carried out, the main age groups and spheres of residents’ activity and five most significant factors affecting life quality in rural areas were identified.

Indicators for assessing the effectiveness of the concept of a circular economy in the timber industry (based on materials from the Krasnoyarsk Territory)
Abstract
The article provides a brief overview of the theoretical provisions of the implementation of the concept of circular economy, as well as the indicators of evaluating the effectiveness of its implementation. The object of research in the publication is the timber industry complex of the Krasnoyarsk Territory. The current state of the timber industry complex and the regulatory documents of the industry confirm the relevance and expediency of choosing the complex as an object of circular economy implementing the principles. Sustainable development of the timber industry in the region will be achieved in the case of the introduction of production technologies that allow for deep processing and rational use of the entire volume of resources. The results of the review of methodological approaches to assessing the effectiveness and complexity of the use of wood resources confirmed the absence of an approved approach to assessing the efficiency of production, formed taking into account of the circular economy principles.

Problems in the field of solid municipal waste management at the regional level
Abstract
The purpose of the study was: to reveal the role of local governments in the field of solid municipal waste management, to assess the problems faced by the regions during the implementation of "garbage reforms" and to propose a set of measures to solve them. The article identifies the main problems faced by the regions in the course of the reform. The materials of the Smolensk region show how the collection, utilization and sorting of garbage is organized at the regional level. The authors propose their own model of the functioning of the market for the circulation of solid municipal waste in the region, which will improve the quality of services in this area and protect the ecology of the regions.

Assessment of the level of social development of the Arctic regions in modern conditions
Abstract
The purpose of the work is to analyze the state of indicators of social development of the Arctic territories using the following indicators: the unemployment rate according to the ILO methodology (%), the share of the population with incomes below the subsistence minimum in the total population (%), the fund ratio (decile) (the ratio of income of 10% of high-income and 10% of the population with low incomes), average life expectancy (years). It is determined that the Arctic regions as a whole are characterized by an unstable social situation. The Arctic regions and the state should pay attention to improving the quality and standard of living of these territories.

Latin America: Finding a Path to the Post Pandemic Recovery Relying on the Global 2030 Agenda
Abstract
Latin American and Caribbean (LAC) belongs to the regions where Sars-Cov-2 coronavirus pandemic has become a true disaster. As estimated, the 8.4% of the world's population accounted for 27.8% of Covid-19 deaths. The pandemic burst forth in a complex economic, social and political scenario of low growth, rising poverty and growing social tensions, leading to a multidimensional crisis. As a result of the steep economic recession, the region’s GDP declined by 9 per cent in 2020. ECLAC estimates that the total number of poor people rose to 209 million by the end of 2020, this means that the poverty rate affected 33.7% of the population. Experts do not hide the fact that such consequences have jeopardized the implementation of the SDGs on most of the targets, primarily on “decent work and economic growth”, poverty reduction, achieving “good health” and “quality education”, and reducing social inequality. In the fight against the pandemic, Latin American governments tried to apply international experience, using measures acceptable in the LCA conditions in relation to displacement and isolation, health, education and social protection. On March 2021, dealing with priority tasks of recovery, Commission reiterates the need of big push for sustainability based on the core elements of the 2030 Agenda. This article aims to evaluate the main measures taking by Latin American governments to tackle the Covid-19 spread, as to analyze the action strategy proposed to them by the international think tanks. To achieve the goal set in the article, the author considered the latest reports of ECLAC, the World Bank and Inter-American Bank, the United Nations Development Program, etc. Digital databases regarding the current situation of key aspects of the SDGs in the LCA region was also tracking. An attempt was also made to compare the Latin American trends with the ongoing transformations in other parts of the planet. The author concludes that the incorporation of the SDGs into national plans to overcome the consequences of the corona crisis is justified in the conditions of Latin-Caribbean America, however, it requires closer interregional cooperation.

Research of intellectual potential of Russian regions and assessment of their resilence
Abstract
The implementation of the modernization agenda requires an increase in competencies and the intellectualization of the economy in conditions of increasing uncertainty in the management situation and systemic risks. The purpose of our research was to analyze the spatial distribution of the intellectual potential of Russian regions and their resilience. At the heart of resilience we consider the following competencies: the ability to train personnel of the highest scientific qualifications (HSQ) and to create and promote innovations. The study of the structure of relations in the educational and innovative sphere was carried out using factor analysis. It was aimed at studying the patterns of changes in the dispersion of economic indicators and assessing the dimension of variables by analyzing correlation matrices and identifying latent factors. The differentiation of regions according to the degree of residency of social systems is presented too. It is based on the balance of the influence of latent factors. It was concluded that it is necessary to pay attention to the development of national scientific schools (that train personnel of HSQ) and to stimulate the development of the entire system of knowledge reproduction, not only in the center, but also in the periphery. Moreover, it is important to coordinate the efforts of all interacting players and systematically approach the existing institutional matrix. This matrix is a system of strategic regulators of the subject of the Russian Federation (strategy, territorial planning scheme, state programs, etc.) in a single portfolio “strategy→ state programs→ budget”.

Improvement of the resettlement programme for pensioners from the Far North (on the example of the Murmansk region)
Abstract
Recently, in the northern single-industry towns there has been an outflow of the population, while the working-age population is declining mainly. Despite public policies aimed at creating new jobs in single-industry towns, this problem is still the main one. At the same time, the outflow of the disabled population, although it is a natural process for the northern regions, on the contrary it happens very slowly. In order to accelerate it, a state program was created to relocate citizens living in the Far North to regions with favorable climatic conditions. However, due to the lack of budget funds, huge queues began to form from those who wanted to move. In addition, realizing the possibility of obtaining housing in another region at the expense of the state, many northerners took a passive waiting position, which also slowed down the process of restructuring the composition of the population of industrial single-industry towns. The aim of this study is to solve the scientific and practical problem of improving the program for the resettlement of disabled people from the regions of the Far North, including single-industry towns of the Arctic zone, through the introduction of a mechanism of counter-resettlement.

Abstract
The article reflects a comprehensive study of the trends and features of the development of foreign trade of the European Union in the modern era of digitalization of the economy and business. The analysis of the dynamics and structure of the development of foreign trade in goods and services of the EU-27, taking into account the role of information and communication technologies. The tendencies of R&D financing in relation to the volume of GDP in the EU member states and the heterogeneity of the intensity of spending on research and development within the integration block are highlighted. The features of the development of electronic commerce in the European Union are analyzed, incl. highlighted the structure of enterprises with electronic sales in terms of size and methods of electronic sales. The author identifies the prospects and risks of the development of EU foreign trade relations in the era of global digital changes and increased competition with technology giants such as the United States and China.

Abstract
At the present stage, regional specializations are being formed in the framework of the next technological wave, which is characterized by digitalization, “green” economy, bio- and nanotechnology, knowledge-based economy, and growing attention to human capital. The changes resulting from the Covid-19 pandemic belong to these characteristics as well.
The article analyzes the influence of these factors on the choice of regional specializations using the example of the Nizhny Novgorod region and other constituent entities of the Russian Federation. The necessity of taking them into account in new strategies of regional development is shown.

The article describes in detail the natural and economic features of the Altai Territory, the current state of agricultural production, opportunities for self-sufficiency in food and its supply to other regions of Russia and for export. The place of the Altai Territory in the rating of regions of Russia and the Siberian Federal District for the production of agricultural products has been determined. The paper considers the problem of assessing the debt sustainability of the region. The necessity of analyzing the state of debt stability in connection with the increase in the volume of debt in the majority of subjects of the Volga Federal District is justified. As a result of the analysis of the structure and dynamics of debt obligations, risk factors that need to be taken into account in the future are identified. Additional indicators are proposed that allow for dynamic monitoring of the debt sustainability of regions.

State regulation of innovations as the main tool for the development of agriculture in the Republic of Sakha (Yakutia)
Abstract
State regulation is a normative set of measures and other actions that the state uses to solve problematic issues in the areas of economics and to correct economic processes.
One such issue is the need to improve the food security of the country's population through sound agricultural protectionism policies.
The basis for food security in any country and region is its own agricultural production. No country can do without food imports, but food self-sufficiency is one of the main provisions of the Russian Food Security Doctrine. The role of the State in addressing the issue of improving the level of food security is to create stable reproduction on the basis of scientifically sound methods and mechanisms used in agriculture not only at the federal but also at the regional level.
The current state of agriculture in Yakutia is characterized by outdated technologies, almost completely worn out fixed assets, staff turnover, and this impedes the effective functioning of the industry.
The purpose of the research is to develop recommendations on state regulation of agriculture with a reorientation of its support in the direction of measures that contribute to the intensification of production and the introduction of innovation.
The state, as a regulator, should review the provisions of state support and regulation of industries and determine modern and effective mechanisms that ensure economic growth and development.

Abstract
The aim of the study is to identify the problems and risks of not achieving the balance and stability of regional finances in Russia and formulate possible directions for their solution. The article presents the results of a study of financial support for regional budgets during the economic crisis caused by the pandemic, a comparative assessment of the balance of regional budget systems for 2018–2020. The problems and risks of the implementation of the existing model of budgetary federalism in the Russian Federation are identified. Approaches to solving the identified problems are proposed, which will allow removing restrictions on the infrastructural development of the constituent entities of the Russian Federation, increasing investment attractiveness and budgetary security.

The study revealed a negative trend in the reduction of the number of technical rolling stock in the agriculture of the Russian Federation and the Republic of Bashkortostan. This problem requires immediate intervention and regulation of the quantitative and qualitative composition of agricultural machinery, and its optimal use. Since, at once, it will not be possible to turn this situation in the opposite direction, therefore, we propose to develop measures for the optimal use of existing capacities and the preservation of the existing fleet of agricultural machines.

Analysis of the activities of foreign innovation clusters (on the example of a blockchain industrial park in China)
Abstract
The intellectual potential in the Russian Federation has actualized attention to the formation of innovation clusters. For the successful and sustainable development of an innovation cluster on the territory of the Russian Federation, it is fundamentally important to study foreign experience. The article provides an overview of the activities of foreign innovation clusters (using the example of a blockchain industrial park in China), the successful experience of which can be adapted in the Russian Federation. In the analytical part of the study, an analysis of the functioning of regional innovation clusters was carried out (on the example of China). The study identified the positive impact and promotion of transformation and modernization of the real economy through innovation and increasing the competitiveness of industry, and concluded that to implement the strategy of regional innovation development, it is necessary to move from the decentralized construction of innovative cities to the creation of regional innovation centers to further improve the efficiency of the distribution of regional innovation factors. At the same time, the key to the development of regional innovation centers is to create a competitive innovation environment for the territories.

Topical issues of state regulation of investment activities in the region (based on the materials of the Vladimir region)
Abstract
The purpose of the paper is to determine the current problems of regulating investment activity in the region based on the study of the main trends in the development of investment activity of enterprises in the Vladimir region and to develop measures to improve the process of state regulation of investment activity in the region. In the course of the research, the authors used: general scientific methods: comparisons and analogies, analysis and synthesis. As a result of the study of the dynamics of the volume of investments in fixed assets, and the structure of investments in fixed assets by sources of financing, by types of funds and by individual types of economic activity, both positive and negative trends in the implementation of investment activities by enterprises of the Vladimir region are identified. Based on the correlation of profitability, profit and investment volume for certain types of economic activity in the Vladimir region in 2017-2019. The conclusion is made about the lack of stimulation of the investment process of the enterprises of the Vladimir region at the expense of their own sources of financing. In addition, the authors emphasize that improving the state regulation of investment activity in the Vladimir region requires solving problems of a managerial, economic, and informational nature. In this connection, the authors propose a set of measures necessary to increase the investment activity of enterprises in the Vladimir region. The results obtained can be used by the state authorities of the region in the development of investment policy, as well as by specialists studying this issue.

The article discusses aspects of the development of regional transport infrastructure and mechanisms for its development, which are associated with the working of a comprehensive model for the development of the region as a whole based on the characteristics of the organizational and economic factors of the functioning of the transport infrastructure.
To address this issue it is proposed to appraisal t of the prospects for the development of regional transport infrastructure and their effectiveness are assessed in the context of the economy of the region as a whole through of the level of socio-economic development on the basis of the cost approach according to the formula of Gordon, where the author took into account the regional factor on the basis of the developed transport infrastructure quality index.
The suggested economico-mathematical model allows us to forecast the level of socio-economic development of Moscow due to the impact on investments in the development of transport infrastructure, the level of environmental conditions in the region, the length of transport networks and other identified dependencies, taking into account the macroeconomic situation in the country.

Financing the APEC economy development in modern conditions
Abstract
The article is devoted to the problems of APEC multilateral trade cooperation. The goal is to identify funding priorities and develop proposals aimed at overcoming the consequences of epidemiological and other threats of the global economy. The information base of the research is the statistical data of official APEC websites, international organizations and analytical materials of research centers as well as national banks of the member countries. The paper presents results of the APEC's economic relations, reveals the impact of financial cooperation on strengthening currency polycentrism, substantiates the impact of APEC on international competition and develops proposals for adapting the Russian economy to the new paradigm of the world monetary and financial system evolution. Based on the results obtained, the key problems are identified and the prospects for multilateral economic cooperation between the countries are revealed, and measures are proposed, including those aimed at increasing the international competition of the Russian economy.

Practical recommendations on the formation of an adequate infrastructure support system adapted to the new innovative economy are substantiated.
The purpose of the article is the study of the modern infrastructure to support the development of entrepreneurship and substantiate on this basis the recommendations for the formation of an infra-structure system adapted to the new innovative economy of the region.
Writing this article, an abstract-logical method is used to identify the essential features of the enter-prise infrastructure support system and a lexical-graphical technique for modeling the ways for the formation of the enterprise’s potential support infrastructure and its gradual improvement.
The network of infrastructure agents supporting the entrepreneurship system is developing fragmen-tally and remains inadequate to the new innovative business conditions, which is due to the lack of a unified policy and concept for the development of entrepreneurship in the region. The components of the adaptive potential from the optimal number of structures are proposed. The system of an en-trepreneurial cluster based on the type of integrated business agents in the context of a system of developed entrepreneurship and business space is justified.

Assessment of the influence of regional factors of socio-economic development on the personnel structure of the general education system
Abstract
The purpose of the article is to present factor analysis results of the staff’ structure. Three groups of factors was identified – economic and demographic, the state of social infrastructure. Models of the educational, qualification and age staff’ structure have been obtained on the example of teachers as employees of the general education system. It is concluded that the age structure depends on the demographic situation, the male age structure depends on the development of the economy also.

Development of tools for formation of regional socio-economic systems of increased sensitivity
Abstract
The article proposes tools for the formation of regional socio-economic systems of increased sensitivity, An approach to analysing the levels and sensitivities of regional socio-economic systems, tested the methodology of life activity and sensitivity assessment based on the research analysis of the synthesized model of socio-economic systems of the regions of the Central Federal District, forming the optimal input parameters of the regional system with respect to the specified requirements for ensuring the vital activity of the person, societies, States with conditions for rapid response and adaptation to changes in national macroeconomic parameters and institutional conditions.
Paper. The current situation requires the definition of a unified system of views on the functioning of regional socio-economic systems in conditions of uncertainty and risks, the development of a new methodology based on the principles of theories of adaptability and sensitivity. The main difference between regional socio-economic systems and other systems is that they consist of active subsystems that carry out targeted activities in accordance with preventive deterministic decisions and are capable of reflection. The ability of regional socio-economic systems to target increases the relevance of processes for responding to and adapting to changes in national macroeconomic parameters and institutional conditions. The approach to analysis of vital activity levels and sensitivities of adaptive regional socio-economic systems is proposed, the method of assessing vital activity and sensitivity is tested on the basis of a research analysis of a synthesized model of socio-economic systems of the regions of the Central Federal District, which forms optimal input parameters of the regional system relative to the given requirements for ensuring the vital activity of a person, society, state with conditions of rapid response and adaptation to changes of national macroeconomic parameters and institutional conditions.

Assessing the balance of forest management in the eastern federal districts of Russia
Abstract
The main purpose of this study is to assess the balance between the economic feasibility of the intensity of the use of forest resources and their preservation in modern economic conditions to ensure economic activity in the development of the natural resource potential of the region. On the basis of official statistical information, we carried out a comparative analysis of the state of forest management in the constituent entities of the Federation of the eastern federal districts for the period 1990-2018. In the course of the study, we assessed the current situation in the field of the economic and ecological state of forest use of resource territories, and also determined the role and influence on the current situation in forest use of such factors as timber harvesting, fires, the size of reforestation, which caused a different degree of impact on the reproduction of forest potential.As a result of the study, we identified trends and factors that determine the violation of the balance of forest management and have an impact on its state and dynamics, highlighting the most significant among them. We have carried out a classification of the constituent entities of the Federation by forest-growing groups, which allows them to be differentiated based on natural and climatic conditions, relief features and geographic location. As a result of the correlation analysis, we have established the relationships between the factors and parameters of forest use, which make it possible to assess the sustainability of these relationships.

Abstract
The modern development of universities is inextricably linked with the territory where they are located, with what is its development trajectory, which industries are most developed, what is the standard of living of the population, etc. In turn, the university is one of the centers for the development of human capital and innovative developments in the region. Consequently, it is necessary to form a balanced relationship of joint development between universities and the region, which can be assessed through assessing the level of co-development of universities and the region. In the course of the study, the existing assessment methods from various sources (both official assessment methods and methods proposed by various scientists) were analyzed, their shortcomings were identified, then, in order to eliminate them, the author's methodology for assessing the level of co-development of universities and the region as an ecosystem was developed.

Investing in waste management: regional dimension and an environmental and economic feasibility study
Abstract
The purpose of the work is to substantiate the expediency of investment in the sphere of waste recycling in Russia, and also to offer practical recommendations contributing to activation of the investment process. As a result of research of structure and dynamics of a parity of formation, recycling, neutralization and disposal of production and consumption waste the urgency of development of ecological enterprise and attraction of investments into the sphere of waste processing is argued. The necessity of use of wastes as secondary raw materials arises from definition of their competitiveness and profitability in the oversaturated market of wastes. The expediency of investment in the sphere of waste management is also caused by the growing volume of waste burial, which damages the ecology of the country. The analysis of the current state of investments in the fixed capital aimed at protection of environment from harmful influence of production and consumption wastes has shown that such volumes of investments are insufficient for liquidation of consequences of "rubbish" crisis. As a result of the study, practical recommendations were proposed to increase investment activity in the sphere of waste management.

The article examines the process of mining and gold reserves of the regions of the Russian market among the countries of the EAEU, BRICS at the present stage of development with digital integration for the formation of a common world market by 2025.
The main goal of the work is to determine the rating of the domestic gold market based on the study of the main directions of development of the financial markets in Russia, the regulatory framework in the field of financial regulators of the EAEU member states, BRICS countries, ESMA statistics, the European Central Bank, the UN, the Transparency Directive, the roadmap »Increasing the availability of services of financial organizations, studying the ratings of countries in the gold market, taking into account the introduction of digital technology.
In this work, foreign and domestic publications devoted to the problem of increasing the competitiveness of financial markets, including the gold market of regions in the global space, are studied, with the identification of factors affecting the improvement of the investment climate, in addition, the statistics of world financial institutions are studied. As part of the study of the Treaty on the EAEU, the functions of ESMA in the implementation of the project for the transition of financial institutions to a single electronic format for submitting annual financial statements in the XBRL system are considered. To determine the rating of the Russian gold market in the global system and among the markets of the BRICS countries, a comparative analysis was carried out, which used statistical data from the Bank of Russia, PJSC Moscow Exchange, where, first of all, the regional aspect was studied, in particular, the rating for this market was determined for the Siberian Federal District and NSO. At the initial stage of the study of the domestic precious metal market, the reserves in the National Wealth Fund for the period from 2018 to 2021 were analyzed as a percentage of GDP in the domestic market and the foreign market. As part of this assessment, statistics are presented on the contribution of countries to the formation of world GDP as of 2021 and with a forecast for the future period. At the next stage of the study, to process empirical data of PJSC "Moscow Exchange", the article used the technical analysis toolkit. At the final stage of the study on the methodology under consideration, a SWOT analysis is presented to determine the competitiveness of the Russian gold market.
In the conclusion of the work, the main conclusions of the study are formulated, which make it possible to adjust the action plan for the development of a common digital financial platform in the field of the gold mining industry.

Actual problems of evaluating the effectiveness of social support in Russia: federal and regional aspects
Abstract
The article is devoted to the issues of the effectiveness of the provision of social support measures in Russia. The concept of "efficiency" is specified, and the existing definitions of this concept are compared and analyzed. The analysis of budget expenditures on social policy and the assessment of the impact of changes in the volume of budget expenditures in the direction of increase on the effectiveness of the social support measures provided. The necessity of developing indicators for evaluating the effectiveness of social support measures is revealed. The review of innovations related to digital transformation in the social sphere is carried out. The article considers the possibility of evaluating the effectiveness of providing social support measures in the field of employment by introducing an indicator – the percentage of replenishment (replacement) of the lost income of each family member. The directions that contribute to improving the effectiveness of the provision of social support measures are identified.

The article is devoted to the problem of development and implementation of a new model of regional innovation subsystems in the Russian Federation. The foundations of the proposed model of the regional innovation subsystem are schematically presented. The administrative block and mathematical apparatus of the model are described. Particular attention is paid to the developed methodology for assessing indices that characterize the innovative potential of the region and its use. The key stages of the mechanism for the implementation of the model of the regional innovation subsystem, including the algorithm for making changes to the regional strategies of socio-economic development, are outlined.

Problems of development of renewable energy sources in the energy system of Russian regions (based on materials from the Khabarovsk Territory)
Abstract
The article presents the problems of the power systems of Russia. Problems such as the aging of the existing energy systems, the lack of centralized power supply in remote areas of the country, the high cost of electricity and environmental pollution are highlighted. The article considers the barriers to the development of renewable energy sources as one of the most relevant today ways of solving the selected energy problems of the country. The factors contributing to the accelerated development of renewable energy sources in Russia are given. One of the main barriers to the development of renewable energy sources is their insufficiently studied economic efficiency. The approaches that exist in the scientific world are highlighted for substantiating the economic efficiency of energy facilities. On the basis of the selected approaches, a substantiation method was used, including the monetization of environmental and climatic effects. An assessment of the economic efficiency of three operating power plants is given on the example of the Khabarovsk Territory. The analysis showed that today none of the considered power plants is profitable in the existing market conditions. However, according to the initial technical characteristics, a solar power plant is already the most profitable compared to diesel and coal in decentralized areas. And when included in the carbon monoxide tax calculation, renewable power plants become even more attractive than conventional power plants.

The risk of overtourism in the Sochi tourist destination in the post-pandemic period
Abstract
The article is devoted to the study of the impact of tourism on the population of the Sochi resort destination in the context of the problems of the phenomenon of overtourism and the study of the tourist experience gained by visitors to the city. The definitions of the terms "overtourism", "carrying capacity", formulated by the UNWTO, are given. The authors clarify the concept of "capacity" and "perception of capacity"; "conflict", "satisfaction" and "loyalty". The main reason for overtourism is emphasized - the excessive tourist load on the destination. Attention is focused on the growth rates of international tourism, the number of tourist arrivals and the intensity of tourism in a number of European and Russian popular tourist centers in 2019; cases of protest actions of the population against tourist expansion, which increased the attention of experts to the problems of excessive tourism in the world. The results of determining the risk of overtourism in the Sochi resort destination in the before-COVID period are presented. It is concluded that this risk, investigated using different methods, is assessed in the range from "low" to "very high". There has been a significant increase in tourist arrivals in Sochi after the lifting of quarantine restrictions in 2020, as well as in 2021. It is suggested that the threat of the risk of overtourism for the Sochi resort in the period of a pandemic will increase in this connection. The factors that may affect the risk of overtourism in the Sochi tourist destination in the post-COVID period are indicated.

Dynamics of structural changes in the economies of foreign countries and Russia and the development of convergent technologies
Abstract
In the present work, the authors propose a methodological approach for modeling the processes of economic growth of territory is formed by the development of convergent technologies. Taking into account the correlation analysis, indicators that describe to impact of global information technologies on changes in the structure of the economy were selected: the cost of purchasing computers and the cost of purchasing software. The assessment of structural changes in the regional economy was carried out using the coefficient of structural changes by K. Gatev, which was considered concurrently with the measures of the growth rates of indicators of the information technology sector.
This study revealed that there were the largest changes in the structure of indicators in the Russian Federation in 2010 and 2011. These changes were lag behind in two years in comparison with foreign countries, where themselves changes had a radical view and value of the coefficient was much higher than in these countries.

Financial instruments for housing construction in the region (based on materials from the Vladimir region)
Abstract
The purpose of the work is to identify the problems and tools of financial support for the main directions of development of housing construction in the region (construction of rental housing and individual housing construction). In the course of the work, the authors used: general scientific methods: comparisons and analogies, analysis and synthesis. As a result of the study of the dynamics of the commissioning of residential buildings, the main indicators of the development of mortgage lending in the Vladimir region, it was concluded that in 2020, the increased availability of mortgages, the low profitability of alternative ways of saving, as well as the deferred needs for the purchase of housing due to the spring "lockdown" led to an increase in demand for it in the second half of 2020 and with limited supply (a decrease in the volume of housing commissioning in the Vladimir region in the second and third quarter of 2020), this caused an increase in prices in the housing construction market. As areas of financing of individual housing construction in the Vladimir region, the need to increase the number of banks that use mortgage lending for the construction of their own homes and reduce the interest rate on this type of lending compared to lending to apartments is determined. As directions for the development of the rental housing market, the authors propose the use of a financial mechanism of public-private partnership, which includes significant financial guarantees for developers in order to ensure the availability of this type of rental housing in comparison with commercial rental in the conditions of technological, institutional and financial constraints in the region. The results obtained can be used by the state authorities of the region in the development of state housing policy, as well as by specialists studying this issue.

Regional features and main directions of intensification of Russian grain production
Abstract
A retrospective analysis of the state of agricultural production in the Russian Federation and two regions - the Kursk and Volgograd regions of agricultural crops for the period 1990-2019 is given in order to identify areas for increasing yields. The prerequisites for an increase in the yield of grain crops by increasing the use of mineral fertilizers have been determined. The expediency of optimizing the use of mineral fertilizers based on the use of the indicator - the rate of application per 1 ton of manufactured products, differentiated taking into account the technologies of cultivation of agricultural crops and soil and climatic conditions - has been substantiated.

Federal demographic policy instruments
Abstract
The state regards demographic policy as one of the main national priorities and implements a whole range of measures and instruments, the purpose of which is due to the current demographic situation in the country. A competent demographic policy of the state is an effective tool for increasing human capital. The article analyzes the existing federal instruments of demographic policy in three main directions: 1) instruments for stimulating the birth rate, 2) instruments for stimulating the health of citizens, aimed at improving health and reducing mortality, 3) instruments for balancing migration processes. The existing federal instruments are divided by the author into 5 systemic groups: 1) financial and economic, 2) organizational, 3) economic, 4) informational and motivational, 5) regulatory and legal. In the article, the author proposes new federal instruments of demographic policy in three main areas, actively introducing and applying which can help increase human capital.

Impact of industrial development of the Arctic territories on the financial development of municipalities
Abstract
The main purpose of this study is to develop approaches to assessing the industrial development of the Arctic territories in conjunction with the financial balances of municipalities.
The paper summarizes the Russian experience in the development of the Arctic territories, starting with the planned economy and ending with modern research in this area. The author proposed to consider the dynamics and directions of the formation of financial flows of municipalities using the methodology of the System of National Accounts. The objects of research were the Yamal municipal district and the city of Novy Urengoy (Yamalo-Nenets Autonomous Okrug), as well as the Turukhansk municipal district of the Krasnoyarsk Territory, since they are in different phases of industrial development.
Calculations of the added value of the Arctic municipalities were carried out on the basis of tables on wages of all territories and regional tables of value added. This made it possible to compare the dynamics and volume of value added in the Arctic territories for 2013-2018. An analysis of value added by types of economic activity has been carried out, which allows both to determine the contribution of industries to the development of municipalities, and to compare the structure of value added at different stages of development of hydrocarbon deposits. The financial balances of municipalities for 2016 were formed, in general for all economic entities, more than 423 billion rubles were withdrawn from the economy of Novy Urengoy, almost 136 billion rubles were withdrawn from the economy of the Turukhansk region, and the Yamal region attracted financial resources in the amount of more than 373 billion rubles.
Based on the results of the work carried out, it was concluded that the public sector is a significant channel for the outflow of financial resources, and the use of the rotational method of attracting workers for the development and operation of oil and gas fields does not allow the territories to “restart” household financial resources into the service sectors.

Social standards in the system of state regulation of sustainable rural development
Abstract
This study focuses on the need to use state social standards in the system of state regulation of rural development to determine the priorities of rural development policy and monitor the effectiveness of its implementation. The development of rural areas as a subsystem of the country's economy as a whole needs to be modernized. However, despite a number of measures taken in recent years to improve the situation in their development, the scale of their depopulation, social degradation and impoverishment of the population is progressing. At the state level, there should be clearly defined targets and indicators of a decent standard of living for rural residents in the form of social standards of life and life support for rural residents, which are legally fixed. Anti-crisis regulation of small and medium-sized businesses in the region in modern conditions (based on the materials of the Vladimir region)
Abstract
The goal of this research is to evaluate the effectiveness of anti-crisis management in small and medium enterprises at the regional level from the point of view of disclosing of potential opportunities of small and medium enterprises in the socio-economic development of the region and the prospects for achieving the targets of the Russian national project "Small and medium business and support of individual business initiative" in the modern world. In the course of the work, the authors used general scientific methods: comparisons and analogies, analysis and synthesis. As a result of the study, the main trends in the development of small and medium-sized businesses in the Vladimir region are identified. The authors conclude that small and medium-sized businesses are negatively affected by system-wide crises, which does not allow them to fully realize their potential. The authors also highlight the problems of forming a system of state regulation of small and medium-sized businesses. And the conclusion is made about the need to optimize the set of tools for anti-crisis regulation of small and medium-sized businesses (anti-crisis program) of a particular region. The results obtained can be used by state authorities for anti-crisis regulation of small and medium-sized businesses in the regions, as well as by specialists studying this issue.

It is noted that Belgian non-profit organizations are actively developing in various fields and their activities are diverse, creative and solve various problems of society. Indicators of regional development in the context of economic security of the region
Abstract
The regional market is considered as an indicator of regional development and an element of the complex mechanism of economic security of the region. The estimated indicators of the regional market are considered as an element of the diagnostic tools of the economic security of the region. The purpose of the study is to identify indicators of regional development in the context of economic security. The focus on the data of state and regional statistics of open access is emphasized. The choice of the corresponding indicators is reasoned. A methodological approach is proposed, which includes tools and estimated indicators of correlation and regression analysis, allows for a comparative interregional analysis of the development of the corresponding regions, to give a general assessment of the level of their economic security, to identify the factors, that have a dominant influence on the resulting attribute.

Transformation of the International Hospitality Industry in the COVID-19 Era: New Risks and Opportunities on the Example of Hotel Groups
Abstract
In the article the main directions of adaptation of the global hospitality industry to new realities under conditions of the COVID-19 pandemic are discussed. Using the methodology of the systems approach, the authors of the article applied the CAGE Distance Framework model in their research. In the article a new uncontrolled element of the external environment of the hotel business – pandemic risk is introduced. Based on the hotel industry market data provided by the STR in November 2020, the authors highlighted significant global trends that will influence the structure of the hotel market and further transformation of the international hospitality industry in the era of the pandemic. The authors come to the conclusion that, within the framework of the identified trends, the priority direction for the international tourism and hotel industry in different countries to overcome the crisis will be development of domestic tourism. This process will take a certain period and will require diverse incentive measures with active public-private partnerships.

Analysis of socio-economic development municipalities of the Arctic zone of the Russian Federation (on the example of Arkhangelsk region)
Abstract
The article analysis of socio-economic development municipalities of the Arctic zone of the Russian Federation (on the example of Arkhangelsk region) since 2010 to 2019. The author substantiated and proposed indicators of socio-economic development municipalities of the Arctic zone of Arkhangelsk region. The author propose to carry out: sociologic development by indicators - population, natural growth, migration growth, the average number of employees in organizations, the number of unemployed, the number of doctors of all specialties, the provision of the population with doctors per 10000 people; economic development by indicators – average monthly nominal accrued wages of employees of organizations, the average amount of assigned monthly pensions, provision of the population with their own cars per 1000 people, housing stock, provision of housing per person. The analysis made it possible not only to determine the drivers of economic development in the Arkhangelsk region as a whole and the territory of the Arctic municipalities in particular, but to identify the problems associated with the optimization of the medical industry and the environment, which led to a decrease in the number of the population for natural reasons, and as a consequence, having a restraining effect on the economic development of the Arctic municipalities of the Arkhangelsk region.

Research of investment attractiveness of Russian financial markets in the implementation of the Marketplace project
Abstract
This article examines the investment attractiveness of Russian financial markets during the implementation of the Marketplace project on all trading platforms. The main goal of this work is to study at all levels of the modern state of individual segments of the financial market such as stock, currency (precious metals), monetary and determining the rating of investment attractiveness of the domestic market, particularly at the regional SFO. To achieve this goal, we have studied publications on the digitalization of the financial market by both foreign and domestic authors, and studied institutional and statistical data from the Ministry of Finance of Russia, the Bank of Russia, and Moscow exchange. In the study of the currency market, UN statistics were studied, and in determining the share of Russia's participation in the formation of world GDP, data from world financial institutions were studied.
In the process of analyzing individual segments of the financial market by comparing and comparing statistical data from reviews and collections, the world's TOP 20 largest companies in the stock market for 2019 were identified and investment attractiveness factors were determined. In the domestic stock market, the dynamics of securities issuance by credit institutions for the period 2017-2019 was revealed and also identified the main trends after the 2020 pandemic, taking into account the regional level. When studying the statistics of the currency market and the precious metals market, the reserves of the National Welfare Fund (NWF) were identified and their rating at all levels was determined. The prospects for the development of money markets, which are reflected in the regional budget, are identified on the example of the NSO, as well as the volumes of the deficit (surplus), internal and external public debt. At the last stage of the study, the functions of ESMA – the global regulator of financial markets - in the implementation of the project of transition of financial institutions to a single electronic format for submitting annual financial statements are considered.
The article concludes with the main conclusions on the investment attractiveness of certain segments of the financial market, which also affect the regional aspect.

Land resources of the republic of Buryatia: the current state, use and development trends
Abstract
The article deals with the current state of use of agricultural lands irrigated and drained agricultural lands in the Republic of Buryatia. Most of the agricultural lands privatized in the 1990s (more than 850 thousand hectares) are not used for its intended purpose, in fact, they are abandoned. The share of actually irrigated land is only 39% of the total area of registered irrigated land. According to official statements, over the past five years, the process of reducing the area of agricultural land has been suspended, but it is still too early to talk about the full use of the potential of agricultural land, reclaimed land in the republic. Since 2014, the government of Buryatia has started to introduce a procedure for the seizure of land in the ownership of municipalities, so we can hope that the issues of abandoned lands in the republic will be resolved.

In the article, the authors present an analysis of the demographic situation The Vologda Oblast in comparison with the Russian Federation and the North-Western Federal District. When compiling a demographic portrait of the Vologda Oblast, statistical methods are used: series of dynamics, average values. The demographic situation is analyzed according to the indicators of the total population, life expectancy, birth rate, mortality, and migration of the population. Numerical values are calculated for all indicators, and the dynamics of indicators for the period from 2013 to 2018 is determined.

Industrial sustainability of port operators in the Azov-Black sea basin
Abstract
The article analyzes the dynamics of growth rates and the structure of cargo turnover of the ports of the Azov-Black Sea basin (ACB) for the period from 2012 to 2019. Analysis of the production indicators of the largest stevedoring operators of ACB showed the unevenness of their development, which is due to the exhaustion of the capacity of the port infrastructure of some ports and the underutilization of others due to the inadequacy of sea berths to modern requirements. The capacity reserve of all ports of ACB over the past three years is 28-34%, which is associated not only with economic, but also political factors.

BRICS countries in the world market of intellectual property
Abstract
Relevance and objectives of the study. The strengthening of the globalization processes and the spread of new technologies in the world economy are closely interconnected with the trade in objects and intellectual property rights
Currently, the problem of the relationship that is developing in the field of intellectual property is gaining incredible popularity around the world. This is due to new stages in the life of society, characterized by the entry of mankind into a new information era, in which there is a struggle for information in all its manifestations. This struggle has not spared the BRICS countries either. According to experts, the global economy is shifting towards the East, where the economies of the BRICS countries are becoming a new development factor. The economic growth of the BRICS countries can play one of the essential roles in ensuring economic and financial stability at the global level and contribute to the pace and effectiveness of overcoming problems in the functioning of the world economic system.
The aim of the work is to identify the peculiarities of the position of the BRICS countries in the world market for intellectual property objects.
Materials and methods. The World Intellectual Property Organization pays great attention to the protection of intellectual property rights, as well as the related infrastructure problems and the formation of an appropriate attitude towards intellectual property. However, the registration of data on registration of objects of copyright and related rights is not kept by WIPO, identification of the peculiarities of the situation of countries in the world market of intellectual property is carried out on objects of industrial intellectual property.
When writing the work, depending on the characteristics of the tasks being solved, various methods of economic research were used: abstract-logical - when setting the goal and objectives of the research; system analysis - identifying the peculiarities of the position of countries in the world intellectual property market; comparative analysis - when determining the position of countries in terms of industrial intellectual property in the world market and other problems considered in the work; inductive and deductive methods - in identifying the goals of the strategy of developed countries and the BRICS member states to achieve leading positions in the world market for intellectual property objects.
Results. The paper analyzes data on the dynamics of industrial property objects, in particular, patents, trademarks and industrial designs, in each of the countries under consideration; identified the goals of the strategy of developed countries to achieve leading positions in the world market for intellectual property; the position of the leading countries and the BRICS countries in the world market of intellectual property objects was determined.
Findings. It has been established that China, a member of the BRICS, is the undisputed leader in the world market for intellectual property objects, ranking first in all categories: patents, trademarks and industrial designs.
India, a member of the BRICS, closes the top 10 countries in the world market for intellectual property objects. Russia occupies 11th place in the world market of intellectual property objects.
The leading positions are occupied by the most developed countries, which indicates the importance of intellectual property for the competitiveness of enterprises and states in the world market.
An analysis of the dynamics of filing applications for registration of industrial property objects in developed countries showed that the predominant part in almost all of them is occupied by foreign applications, with a large share of applications coming from Chinese residents, which indicates the development of the national R&D system and the use of new technologies in all spheres of the economy.
In the BRICS countries, residents of the countries occupy the largest share in filing applications for registration of industrial intellectual property, which indicates that improving cooperation in this area is carried out through the development of innovations and R&D at the national level.

Discriminant analysis of municipalities in the Arctic territories of the Komi Republic on the presence of barriers to conducting business activities
Abstract
The article presents a methodological approach to identifying differences in the assessment of administrative and economic barriers between municipalities of the Komi Republic. It is focused on the development of measures to support entrepreneurship at the mesolevel and to reduce existing barriers. The approach is based on the discriminant analysis of municipalities and operating in their territories enterprises in the context of their fields of activity. At the same time, special attention is paid to the Arctic zone. Based on the identified through the discriminant analysis barriers that contribute most to the differences in the estimates between the municipalities, a comparative analysis of municipal formations was carried out; the most typical barriers for enterprises of different spheres and scale of activities, and the peculiarities of the estimates of barriers by the representatives of the Arctic territories were identified. According to the results of the analysis, the areas of the regional authorities’ activities for the development of competition in the municipalities of the Komi Republic are proposed. The materials of the article may be useful for specialists dealing with the problems of public management of the competitive environment in the industrial and consumer markets.

Modeling population dynamics of employees in the regional economy (On materials of Yamal-Nenets Autonomous District)
Abstract
The paper considers the use of econometric models and models of system dynamics to assess changes in the average annual number of people employed in the regional economy of the Yamalo-Nenets Autonomous District, which is one of the key resource-extracting regions of Russia. When using econometric methods, the specified macroeconomic indicator was estimated as the average between its estimated estimates obtained using the combined model of the corresponding time series and the regression model for the time series of macroeconomic indicators that have the greatest impact on the number of employees in the regional economy under consideration. In the system dynamics model, a modification of the method for assessing its key components is carried out, which takes into account the specifics of the region under consideration in the demographic aspect. The calculated values of the number of employed were compared with the corresponding statistical data in the regional context, published by the State Statistics Service.

The inclusive development of the resource region
Abstract
The article is devoted to the inclusive development of the resource region on the example of the Krasnoyarsk Territory. The relevance of the study is determined by the existing inequality in the distribution of material goods between resource and non-resource regions, which leads to decrease of the quality and standard of living of the population of most regions with specialization on mining. Thus, according to the Life Quality Rating 2020, the Krasnoyarsk Territory ranks only 38th out of 85. At the same time, the region's contribution to the development of the country's economy is significant. This determines the need to apply new indicators for assessing the socio-economic development of the territory, one of which is the indicators of inclusiveness. The purpose of our research is to assess the inclusiveness of a resource region to identify the most "painful" points of its socio-economic development. For this purpose, we propose a system of indicators of inclusive growth, which is based on the "Methodology for assessing the inclusiveness of the economies of the member States of the Eurasian Economic Union" in five areas: "Poverty and inequality", "Economic growth and employment", "Infrastructure", "Education", "Life expectancy and health", adapted to regional development. The author proposes a method for calculating the integral index of inclusiveness at the regional level.

The analysis of the international competitiveness of the leading manufacturers of industrial robots: Germany, China, the United States, France and Japan, as well as the assessment of the potential of the Russian Federation as a consumer and manufacturer of industrial robots. The directions of determining the properties of subjects in objects with an intellectual component and promising practical application in innovative relations are proposed. The necessity and possibility of innovation in the definition of the terms "legal relationship" and "person" in relation to some innovative objects are justified. The author presents the author's structure of economic legal relations, in which an intellectual link appears on the side of the subjects in intellectual and communication processes involving highly intelligent technogenic communication objects of VTKO (highly intelligent technogenic communication persons of VTKL). Assessment of the impact of municipal reform on demographic, social and economic processes in the region

The aim of the study was: to reveal the process of stages of development of the municipal reform and to assess its impact on the demographic, social and economic processes of the region. It has been established that the decrease in residents and settlements in municipalities transformed into rural settlements led to a decrease in the number of municipal employees in local government bodies, a decrease in social infrastructure facilities. Problems were identified that were never resolved in the reform process. The authors propose a number of measures to improve the process of reforming local self-government.

The state policy mechanism in the process of managing sustainable development of the forest cluster

In the system for assessing the sustainable development of the timber industry complex in the region, there is currently no mechanism that would take into account existing companies or, as in a specific case, economic clusters. Accordingly, it is also necessary to take into account the impact on the sustainable development of the region and the influence of this cluster, which is proposed to be done in the article, which provides indicators characterizing the sustainable development of the cluster. The article proposes a system of indicators of sustainable development of the timber industry cluster and forestry complex on the example of the Arkhangelsk region. Further, a complex index of the level of sustainable development of the region is calculated using the method of multidimensional comparative analysis, as a result of which it becomes possible to assess the relevance of supporting the development of the cluster from the point of view of state regional policy, compare the competitiveness of participants and determine the degree of its impact on the sustainable development of the region as a whole.

The article analyzes the activities of the municipal district administration to prevent emergencies and eliminate their consequences on the example of the rural settlement «village of Kazakevichevo» of the Khabarovsk municipal district of the Khabarovsk territory for the period 2017-2019. As a result of the study, it was found that in the rural settlement under consideration, a system for dealing with emergencies has been formed, and necessary measures are being taken to eliminate them, but these measures are not enough. Some improvements in the administration's activities in this area are proposed.

In Ireland, tourism is one of the most important and successful industries of the service sector and the economy as a whole. It makes a very significant contribution to socio-economic development of the country at the national and regional levels.

The spatial economics: development prospects
Abstract
The article discusses the features and key aspects of the development of the spatial economy. Purpose: systematizing the main concepts and theories of spatial economics, determining the prospects for its development in the context of using the spatial approach in the development of modern states. Objectives: 1) consider modern approaches of scientists to the interpretation of the concept of "spatial economy"; 2) identify, from a theoretical and practical point of view, the key vectors of spatial development of the economy. Methods: systems approach, analysis, synthesis, generalization. Results: the prospects for the development of the spatial economy are associated with the use of new forms of territorial organization of production and sales of products, the involvement of a wide variety of resources in economic activity, regardless of their location, as well as the possibility of reducing production costs. Conclusion. Socio-economic development began to depend on the degree of integration of the territory into foreign markets, on the inflow of capital, knowledge and technology from other regions. Thus, the economic space of the territory no longer coincides with its administrative framework, predetermining the mobility of the conditional boundaries.

These are social systems that have territorial compactness, sufficient resources and public needs, social self-identification, reproducibility and availability of self-government elements. The backbone elements of the local communities include their population, area, social interaction, as well as local self-government determining a municipal policy based on the resources available in the local community. The vehicles that help to achieve sustainable territorial development include local agenda such as long-term territorial sustainable development strategies based on the principles of economic, environmental and social sustainability which formation and implementation is hugely impacted by federal and regional social and economic policy priorities and business activities.

The article presents the results of a study of the restaurant market in the Krasnoyarsk territory in two time sections – the state of the market before the COVID19 virus pandemic and the prospects for its recovery after the end of the pandemic. The study was conducted in the context of comparative analysis of pre-crisis trends and possible trends in the development of the restaurant market in the post-pandemic period. Scenarios of market recovery and forecasts of changes in its landscape in the Krasnoyarsk territory are presented.

On the need of clarifying the main target indicators оf the strategy of socio-economic development of the region
Abstract
Formalized representation of quantitative characteristics and patterns of development of socio-economic indicators for the purpose of forecasting them form the basis of practical economic research of the territory. From a practical point of view, the forecasting of socio-economic indicators makes it possible to find an economic mismanagement and to model the behavior of economic entities on the territory of the subjects to know how to implement the necessary strategy using the available levers of influence at their disposal at any time. The task of forecasting is, on the one hand, to find out the prospects for the near or more distant future in the area under study, and, on the other hand, to help optimize the current and long-term planning and regulation of economic sectors based on the forecast. The article deals with the following issues: 1) justification of the need of clarifying the main forecasted target integral indicators that reflect the socio-economic development of the region and are included into the Strategy of socio-economic development of the region; 2) the forecast of target integral indicators reflected in the Strategy of socio-economic development of the Orenburg region; 3) identification of target integral indicators, the forecast for which showed the unattainability of the forecasted value in the future; 4) identification of target integral indicators, the forecast for which showed the attainability of the value in the future. The need of clarifying and adjusting the forecasted values of the target integral indicators is due to the timely decision-making on the impact on certain areas of socio-economic development of the territory in order to change the trajectory.

Altai region in the space of transcontinental railway corridors: from Turksib to trans-Eurasian megaprojects
Abstract
The questions of formation and development of railway lines as transport corridors of national and international (trans – Eurasian) level are considered on the example of the Altai region (in the 19th century, the Altai mountain district, now the Altai Krai and Republic Altai (Russia) and part of the East Kazakhstan oblast (Kazakhstan) located in the Altai mountain system). Attention is paid to Turksib as the first geopolitical transport corridor connecting Siberia through Kazakhstan with Central Asia. Modern TRANS-Eurasian megaprojects of transport corridors including the Altai region are presented.

The assessment of the formation of the innovative cluster policy of the Moscow region is made. The assessment of the clustering potential of the region is carried out. The problems of existence and development of the innovation cluster are revealed. The impact of clustering on the level of regional competitiveness is assessed. The level and dynamics of regional competitiveness indicators are analyzed. The prospects for innovative cluster policy and ways to improve competitiveness in the Moscow region are identified. The final conclusions are formed within the framework of this research work.

Natural resource economics in the Arctic regions
Abstract
Development of the Arctic zone regions is closely connected with the geopolitics of the state to provide the population living in the Arctic and in the Far East with the supply of companies operating there and extracting basic resources. The resources that are mined there are precious metals, such as gold, platinum, diamonds and nickel, as well as the major part of oil and gas. Creating a comfortable environment, ensuring good work and decent wages – these are the main criteria for successful development of business and territories with natural resources. First, it refers to the need to strengthen integration processes of territory development on the basis of partnership between business and regions, as the population living there feels discomfort from the impossibility to use modern transport services, telecommunication, information and recreation services. Also, it is necessary to develop educational and medical services, recreation and sports infrastructure. In this article the author analyzes and proposes the concept of development and use of natural resources for the development of the Arctic zone regions. The country's economic development depends on the possibility of expanding production, extraction of precious metals, their use and mineral exploration. It is necessary to organize new production facilities for development of already explored natural resources and carry out new exploration works. It is also important to create transport infrastructure so that people can go there to work, have decent health care and be provided with school and preschool facilities. It would be possible to attract young people to work in the northern territories, but they must be motivated. The Russian Arctic regions have different economic opportunities, so Khanty-Mansiysk and Yamalo-Nenets autonomous areas have huge oil and gas reserves. Yakutia, Magadan Region and Chukotka Autonomous District mine about 30% of gold. The Krasnoyarsk Region extracts over 60 tonnes of gold and has a famous Norilsk Mining and Processing Plant where palladium, nickel, copper and other associated precious metals are mined.
Precious metals mining in the Arctic and Far East regions is one of the main priorities for the territory's development. Most precious metals, such as gold, platinum, palladium and silver are mined here. The main volume of mining of precious metals that replenish the Russia's gold reserve, which reached 2300 tons. This year Russia allowed gold mining companies to sell part of their gold abroad. The Russian gold reserve is aimed at implementing the financial policy of the state and meeting the country's urgent needs in case of emergency situations.

Competitiveness of agricultural products and diversification of the rural economy being the basis for increasing the population income and employment: regional aspect
Abstract
The main priority areas of increasing the competitiveness of agricultural products and diversification of the rural economy are considered in the article as a really feasible mechanism to increase income and employment of the rural population. It is shown that in the territory of the rural population dwelling where the zonal natural and climatic conditions allow producing competitive products with minimal government costs, it is more expedient to use market regulation mechanisms in the agricultural production processes. In absence of such opportunities, mainly state regulation methods are to be there. At the same time, the main task of the state is reduced to expansion of territories where, with appropriate financial support from the state, one can also produce certain types of competitive agricultural products. To increase the efficiency of state regulation at all its levels, it is proposed to form and use a system of collective and personal responsibility to solve the strategic tasks of increasing the competitive agricultural products.

Anthropogenic impact on forest resources of the region on the example of the Altai krai
Abstract
The organization of sustainable forest management is of particular importance in sparsely forested areas, where forest ecosystems are not only a source of production resources, but also perform essential ecological functions. The anthropogenic influence is complex, not only the amount of resources is decreasing, but the ecological conditions of plant growth are also changing. As a result of these processes, the productivity of ecosystems decreases. We have identified the main negative changes in the forest cover of the Altai Territory, which belongs to the West Siberian subtaiga-forest-steppe and Altai-Sayan mountain-taiga vegetation regions. A decrease in the productivity of forests in the first region is associated with irrational felling, forest fires and the impact of pests. Here, the decrease in forest cover is especially evident. In the foothill and mountain forests, the result of anthropogenic impact is, first of all, a decrease in their quality. The ongoing artificial restoration does not compensate for the damage caused to forest resources.

The achieved level of digitalization of the Russian economy ensured its functioning in a pandemic. The purpose of the article is to identify regional specifics in shaping the professional culture of the future specialists. The authors propose to take into account the current specifics of economic development of a particular territory, in particular, specifics of a region, in shaping the professional competencies and professional culture of the future specialists. The article analyses the influence caused by the trends of digitalization of public relations on the requirements to professional competencies and professional culture of specialists. The authors study a set of measures for improvement of the educational system on the basis of enacted laws and regulations. The heart of the existing HR-related problems is being unveiled in the article with allowance for regional specifics. The article highlights and describes the characteristic regional features of the Sverdlovsk, Chelyabinsk, Kurgan, Orenburg regions, Perm Krai, and the Republic of Bashkortostan, such features being considered critical for building the future specialists' competencies and the potential of human resources as a whole. The authors refer to the regional projects implemented for resolving the existing problems in the field of training of sought-after and highly qualified specialists. The necessity for updating requirements to the shaping of the professional culture of future specialists is substantiated in the local context of regional specifics, taking account of the trends for the economic globalization and digitalization. Abstract
In the modern global world, one of the development trends and priorities for improving the competitiveness of States is environmental responsibility. Russia is ranked 56th out of 180 countries in the international environmental performance rating (EPI) in 2019. The index evaluates the national environmental situation by 24 indicators, as well as by ten categories of environmental health and ecosystem viability of the country. In many ways, this place is due to the lack of use of PR communications while maintaining the reputation of the brand of Russia as an environmentally friendly territory. The Russian Federation does not rationally use the potential of PR communication when informing the international community about the results of positive changes related to the implementation of new environmental programs and projects.

Factor analysis of the return on assets of the construction industry in the Baikal region
Abstract
Managing the profitability of the regional economy becomes a key task for all levels of management: operational, tactical, and strategic. The author proposed a method for managing the return on assets by decomposing the return on assets coefficient into factors that reflect various aspects of the regional economy. The article describes the author's methods of factor analysis, which allow you to make a conclusion about changes in the financial position in an accessible and relatively simple way, as well as to assess the degree of influence of factors on changes in the studied indicator. This article reinforces knowledge in the field of economic analysis theory, acquisition of skills in using methods of modeling factor systems, evaluation of the influence of quantitative and qualitative factors on indicators that characterize the final results of activities and their effectiveness. The Filatov model (return on assets Model) allows you to determine which factors caused the change in profitability or make a factor analysis of profitability. The author's transformed methods of factor analysis presented in the article in comparison with the most common traditional methods allow reducing the labor intensity for several iterations by entering the author's comparative coefficients. In addition, the author's methods of deterministic factor analysis complement the process of understanding the functioning of economic systems, revealing the existing economic laws and objectively existing cause-and-effect relationships between the phenomena of economic life. Analysis based on the Filatov model and the use of author's methods of factor analysis for specialists in the field of Economics and management will help them form a base for developing economic thinking, understanding the essence of economic processes and phenomena occurring within the framework of economic entities, and most importantly – developing skills for their quantitative assessment, economic interpretation and search for reserves to improve the efficiency of functioning.

Resource assessment and rational use and fund of Charysh district Altai krai
Abstract
Assessment of the territory's natural and resource potential allows implementing the most rational planning of activities within the territory. Charyshsky District is characterized by unique natural conditions and has high cultural, historical, tourist and recreational potential. In order to conduct a resource assessment of Charyshsky District territory, we developed an algorithm that includes a certain sequence of activities. The suggested algorithm consists of six stages. The first four stages are aimed directly at conducting a resource assessment. The final stages are devoted to the classification of district’s territories based on the values of calculated resource assessment indicators and determination of prospects for the use of specific territories based on the values of their natural resource potential. The last stage was characterized by identification of resource assessment efficiency as management system’s element. Lands were transferred from the category of lands for agricultural use to settlements, specially protected natural areas and industrial lands.

The effectiveness of financing government programs as a policy instrument for financial stabilization of territories
Abstract
Importance The subject of the research is debatable issues of methodological aspects of assessing the effectiveness of financing the implementation of state programs in order to improve the well-being of the population of the territories and in conditions when the main priority of the state is the value of people. The subject of the research is a set of theoretical and methodological issues of assessing the effectiveness of financing government programs as a policy instrument for financial stabilization of territories.
The object of the research is the state programs of the Nizhny Novgorod region.
Objective The aim of the work is to develop methodological approaches and practical methods for assessing the effectiveness of financing government programs as a policy instrument for financial stabilization of territories.
Method A distinctive feature of the investigation is the assessment of the effectiveness of financing government programs as an instrument of the policy of financial stabilization of territories based on indicators of financing performance, the significance of financing the program, the risk of implementing government programs and the variation indicator that takes into account the risk per unit of financing of the state program. The novelty of the proposed methodological tools lies in the use of criteria not only reflecting the characteristics of funding, but also criteria characterizing the achievement of target indicators of state programs.
Results The result of the investigation is the development of a methodology for assessing the effectiveness of financing government programs as an instrument of the policy of financial stabilization of territories, which allows conducting research related to the possibility of determining factors that affect not only the risk of financing government programs and subprograms, but also the achievement of target indicators of government programs and subprograms.
Conclusions The studies carried out make it possible to concretize the methodology for assessing the effectiveness of financing state programs as an instrument of the policy of financial stabilization of territories and can be considered as a modern mechanism of budget management, which makes it possible to assess the degree of budgets readiness for counter risks and challenges, such as business entities and the population, but also to assess specific target indicators.

Russian business structures operate in a competitive market environment at different levels, territories and belong to different legal, organizational and legal forms of ownership, management structure of business entities. The article notes that the activity of business structures directly depends on the internal and external environment of functioning, state policy, social situation and many other factors. The purpose of the scientific work is an instrumental approach to the productive activity of entrepreneurial structures in the region and in the country, identifying the dynamics of their development. The generalization and analysis of public data, statistical and tax information made it possible to form a modern understanding of the functioning of business structures in a competitive market environment, as well as to develop general conclusions and recommendations for improving their activities. Effects of the state programs' cross-impact in the field of small and medium entrepreneurship of the region
Abstract
The purpose of the article is to identify and assess the effects of the state programs' cross-impact in the field of small and medium businesses on the example of Sverdlovsk region. The study was conducted on the basis of content analysis of regulatory documents and using of comparative, expert and calculation methods. State programs of the Sverdlovsk region that affect the development of small and medium-sized businesses in the region is identified. The types of program effects arising as a result of the cross-impact of state programs on the studied area are highlighted: for example, financial, marketing, innovation, infrastructure and other effects. The degree of state programs' cross-impact on entrepreneurship development objectives as well as on each type of effects were calculated. The areas of socio-economic development of the region, that demonstrate the greatest cross-impact on the field of small and medium-sized businesses in the Sverdlovsk region by program methods are clarified. Taking into account the contribution of the studied state programs to the development of small and medium-sized businesses will improve the mechanisms of strategic planning and program budgeting in the Sverdlovsk region.

On regulating the processes of socio-economic development of rural areas: a regional aspect
Abstract
The Russian Federation ranks first in the world in terms of territory being over 17 million square km. The maximal outstretch of the territory in the longitudinal direction is 4 thousand km; in the latitudinal direction, 9 thousand km. This, undoubtedly, has influenced the nature of the population settling and the difficulty in organizing social services for the population living in small and often scattered and remote settlements. Natural-and climatic conditions for agricultural production are also significantly different. All this complicates finding an optimal balance between the market and state methods of regulating macroeconomic processes, including the ones in the agricultural sector of the economy. Unlike other systems and subsystems of socio-economic development of territories, rural territories as an object of state regulating their development have their own characteristics defined by significant regional differences in natural-and climatic conditions and the nature of the rural population settlement.
The article discusses regional features as objects of regulating the processes of socio-economic development of rural areas, priority orientations of this development. The role and importance of rural entrepreneurial ecosystems as one of the main and real mechanisms for increasing income and employment of the rural population has been investigated. By the example of individual factors to increase the agricultural products competitiveness, the need to improve the processes of state regulation is shown, including the one in terms of strengthening collective and personal responsibility for solving complex strategic problems of socio-economic development of rural areas.

Energy Security Threat Neutralization Roadmap in the region
Abstract
The article describes a brief structure of the methodology for diagnosing the security of the regions of the Russian Federation, based on the analysis of calculated data, the main threats to the fuel and energy complex are presented. A roadmap for neutralizing these threats in the sectors of electricity and heat supply is proposed. Approaches and measures have been formed to overcome the existing negative trends in the industry. A mechanism for implementing a roadmap for neutralizing threats to the energy security of regions has been developed, the functionality of its elements has been determined.

Abstract
The article deals with the experience of social entrepreneurship development in the European Union countries. Our analysis has shown that social entrepreneurship is actively developing and functioning in many socially useful areas, contributes to the effective interaction of fundamentally important areas of the economy in addressing socially important issues. The main activities of social enterprises can be divided into three groups. The first group is focused on providing socially important goods and services, the second group is focused on employment and socialization of people with disabilities, and the third group is focused on addressing broader social issues related to sustainable development goals. Nevertheless, assessment of the overall state of the social entrepreneurship sector is a rather complicated task. This is due to the legal status of social entrepreneurship and the diversity of its organizational and legal forms, which causes certain difficulties in its monitoring.

Sustainable development and environmental safety of industrial regions of Russia
Abstract
The classification of Russian regions by the ranks of investment potential and investment risk and their ratio is proposed, which allows us to identify both the most attractive and the most problematic regions, and which can be taken into account when developing development plans and identifying the main indicators of sustainable development. An analysis of the components of the investment potential and investment risk of the industrial regions of Russia shows that the most critical for most of them are social and environmental risks. Consequently, the fundamental basis for increasing investment attractiveness and ensuring the sustainable development of these regions is the optimization of environmental risks and the main specific indicators of their sustainable development can be considered, in particular, indicators characterizing environmental safety and socio-environmental risks of the population. However, at present, there are practically no methods for a quantitative statistically reliable assessment of technogenic socio-environmental risks of harming the health of the population of a particular region, taking into account factors specific to this region. To assess and predict socio-environmental risks, it is proposed to use methods and models of data mining, the construction of which uses data from long-term observations of the state of the environment and statistical data on the health status of the population of these regions.

The article is devoted to the study of regional features of the labor market as one of the factors for ensuring the economic security of the country. The purpose of the study is to assess the impact of market changes in the labor market on its balance in the context of regional economic security. The objectives of the study are the diagnosis of changes in the labor market, a rating assessment of the balance of regional labor markets on the example of the subjects of the North-West Federal District. In this regard, general scientific and special methods have been used. The results are presented in the conclusions about the influence of the conjunctural features of the labor market on the formation of challenges and threats to the economic security of the macroregion.

Regional investment project portfolio modeling (based on materials from the Far Eastern Federal District)
Abstract
Regional investment projects (RIP) are implemented in accordance with the strategy of regional development. Such projects have a significant impact on the socio-economic parameters of the region. The federal government is interested in supporting such projects to reduce spatial differentiation. Public resources are limited, so it is necessary to select the most effective RIPs. Correct selection of RIPs determines the effectiveness of support programs.
The article researches the programs of state support of RIPs in the Russian Far East. Development if this macro-region is one of the most important goals for the Russian Government. Consequently, a wide variety of investment support programs have been launched in the Russian Far East. Funding support programs have been analyzed in terms of project selection methodology. As a result, the shortcomings of these methodologies have been identified.
The article suggests a methodology based on forming a portfolio of RIPs. The advantage of this methodology is increasing the effectiveness of support programs. Hence, using of this methodology increases the probability of achieving the planned socio-economic indicators, that the government relies on while providing funding for RIPs.

Based on a comparative analysis of the principles and methods of providing social services, the advantages and disadvantages of the experience of implementing standard digital platforms, the authors substantiate the possibility of implementing elements in the field of pension provision that allow for personal and operational communication of providers and consumers of pension services without reference to the territorial aspect.
To move to an extraterritorial format for providing pension services, it is necessary to use artificial intelligence to create the necessary conditions for the development and implementation of modern technologies; to create conditions for increasing the income and quality of life of the population; to change the structure and quality of pension services.
The results of the research can be implemented in the practice of state and non-state systems of providing pension services both in the traditional format and in the post-pandemic period.

The purpose of the article is to determine the level of stability of regions by quantifying their potential. Objectives of the article: to determine the components of the potential of regions in five aspects of sustainability: economic, political, environmental, social and institutional; to establish criteria for identifying the levels of sustainability of regions. The most stable regions of the VFD and UFD of the Russian Federation were identified. The results of the study contribute to the development of methods for assessing the sustainable development of the region.

Local self-government is characterized on the one hand by the expansion of local issues and on the other - by the lack of tax and non-tax revenues to solve them. Decisions taken at the Federal and regional levels have a significant impact on the development of the municipal economy. This dependence is even more pronounced in closed administrative-territorial formations (CATF). In recent years, there has been an evolution of forms of state support for the socio-economic development of the COUNTRY. This article analyzes and proposes comprehensive measures to increase the competitiveness of the local economy and its structural diversification, improve living conditions through sustainable development of the CITY and the emergence of new quality services for people, to form an open system of urban resource management using digital technologies and the transition to new quality standards. This is possible when using all possible tools of Federal support, as well as the adoption of changes to Tax legislation.

The public Finance system is subject to various risk factors that can lead it out of a stable state. The state's ability to withstand various shocks depends on its revenue and expenditure structure. The article assesses the degree of interrelation between the indicators of the fiscal balance, public debt and various types of income and expenditures of the state on the example of data from the OECD member countries. Based on the analysis, risk factors affecting the fiscal stability of the OECD countries were identified.

The article assesses the effects of creating industrial sites in the Republic of Tatarstan in terms of spatial and innovative development of the region. The article focuses on the characteristics of the results of production, economic and financial activities of objects, as well as the spatial and economic effects of the introduction of industrial sites and industrial parks. The author evaluates the effectiveness of municipal industrial parks that received funding from the Federal budget and the budget of the Republic of Tatarstan by indicators: the area of the territory, the number of residents, the number of jobs created and the amount of tax deductions.

Evaluation of the efficiency of reproduction of fixed assets of enterprises of the fishing industry complex of Kamchatka region
Abstract
The article provides an assessment of the reproduction policy of the enterprises of the fishing industry complex (FIK) of Kamchatka region. The main results of the implementation of investment projects at the enterprises of the FIK are studied. On the basis of statistical data, the analysis of the dynamics of the main indicators characterizing the reproduction of fixed assets of fishing enterprises is carried out. The author also researched eight leading enterprises of the industry in order to identify general patterns of implementation of reproduction processes. The analysis of the effectiveness of the reproduction policy pursued by these enterprises is carried out.

Analysis of mobilization possibilities of intermediate results of formation of regional socio-economic systems of high sensitivity
Abstract
The article proposes a methodology for analyzing the mobilization capabilities of high sensitivity systems. The methodology includes a comparative analysis and a process of modeling a synthesized model of socio-economic systems of a number of regions of the Central Federal District, taking into account the mutual influence of social, economic, technological, political and other regional subsystems in order to solve the problems of preserving basic vital values in the conditions of changing national macroeconomic parameters and institutional conditions. Properties of systems previously undescribed in the scientific literature have been investigated, such as: trigger behavioral effect, unity and continuity of economic relations, network emergence. The principle of "perseveration of sustainable development" is proposed.
Paper. The international community recognizes that there is currently no alternative to sustainable development. Moreover, there is currently no single methodology for measuring and predicting sustainable development at the regional level. Today, the issue of interdisciplinary description and interaction for discussion of scientific problems of sustainable development is acute. In this regard, the aim and subject of the article was to find and analyse the scientific foundations of the design and management of sustainable development in the regions. The methodological basis of scientific research is the methodology of project management of sustainable development in terms of aggregated values of parametric management of systems. The algorithm of regulation of methodological tools of assessment by the socio-economic system of the region from the point of view of its sensitivity to external influences is proposed. New properties of systems characterized by increased sensitivity and reaction have been identified, such as: trigger behavioral effect, unity and continuity of economic relations, network emergence. The graphic principle of "perseverers" and the hypothesis of "perseverance of sustainable development" are proposed.

Organizational and economic mechanism of implementation of the regional development strategy
Abstract
The implementation of strategic planning processes in the constituent entities of the Russian Federation occurs with a high level of differentiation, documents on strategic development are not given in a single template, which makes it difficult to unify the system of indicators characterizing the socio-economic development of a particular region. The work has proved that the strategies of the Central Federal District entities need to be updated, and the technological route for implementing social and economic development measures requires significant refinement in the methodological plan. In view of this circumstance, the second article proposes an organizational and economic mechanism for implementing the development strategy of the region, which allows solving geographical issues of placing the production of the specialization industry and is convenient for understanding potential users, reflecting the main stages of the strategy development process. it was concluded that the development strategy of the region should be integrated with the provisions of the relevant document on strategic planning at the federal level and be a logical continuation of the generally accepted methodological structures of space strategy.

The relevance of the research topic is that digitalization is one of the key engines of socio-economic development of regions. Information and digital technologies are becoming a powerful engine of all spheres: production, trade, logistics, medicine, education, etc. To attract investors and human capital, it is important that regions use the full potential of the digital economy as a competitive advantage. The author offers a refined concept of "digital economy", studies the main directions of development of the digital economy at the present stage, defines indicators that characterize the development of the digital economy at the regional level. The article provides a comparative analysis of the development of the digital economy in Russia and developed countries, as well as in certain regions of the country, and provides recommendations for improving the level of development of the digital economy in Russian regions.

Analysis of methods and tools for supporting environmental projects: best practices and performance evaluation
Abstract
The purpose of the study was to analyze and evaluate the effectiveness of methods and financial tools for supporting and stimulating green economy projects used in the world practice. The article highlights the features of the system of state support and incentives for foreign countries that pursue an active policy in the field of environmental protection and stimulating innovation in the field of "green" economy. The leading role of States in supporting environmental programs is defined and the problems of restraining the "green" growth of the world economy are highlighted. It is shown that elements of the Russian system of support for eco-projects correspond to world practice, and the system itself is at an early stage of development. The assessment of the effectiveness of the Russian system of support and stimulation of the "green" economy did not reveal an adequate model for the dependence of pollutant emissions on the state policy, but the decoupling analysis on indicators of pollutant emissions and economic growth showed the presence of a decoupling effect on the emissions of air pollutants and the volume of wastewater discharge, which indicates the effectiveness of a set of methods and tools of environmental and economic policy of the state, but the absence of the decoupling effect in terms of waste production and consumption speaks about the problems with this area.

Analysis of factors that determine fluctuations in food prices in 2016-2020 in the Perm region
Abstract
There are many theories, opinions and researches about influence of factors fluctuations on food prices, including essential goods. Will food prices and the Russian economy as a whole change with the growth of the USD and the corresponding drop in the ruble exchange rate, and if so, how much? The problem is the diversity of opinions and facts, so it is difficult to give an unequivocal answer to this question. In modern economic conditions, price is becoming the leading market category, as well as the most important indicator of the population's standard of living. We can say that in market conditions, prices for goods and services determine the purchasing power of the population as a whole. Most important economic decisions are made under the influence of prevailing market prices. In this article provides a regression analysis of consumer prices for food products from 2016 to 2020. So, the purpose of this article is to analyze the factors that affect consumer prices for food products in the Perm region.

Structural changes and their effectiveness in agriculture of the Volgograd region
Abstract
Structural changes in agriculture of the Volgograd region are analyzed and their economic assessment is given. The increase in the production of certain types of agricultural products did not lead to an adequate increase in the provision of producers with financial resources. So in 2016 the level of profitability in agricultural enterprises was 30.9%, then in 2017, 2018 and 2019 it decreased to 20.2%, 19.7% and 21.7%, respectively. For this reason, their profit from economic activities in 2019 compared to 2016 decreased by 13.9%, while revenue from sales of products in current prices increased by 17.0%. In this regard, it becomes necessary to develop and master a regional program of specialization and concentration of agricultural production, as well as additional measures to increase the competitiveness of food products when selling them in the domestic and international markets.

Socially-oriented non-profit organizations as subjects of the regional economy
Abstract
The purpose of this research is to analyze approaches to the interpretation of the term "socially-oriented non-profit organizations" and their analysis as subjects of the regional economy. International practice and experience of existing socially-oriented nonprofit organizations shows that the most significant social effect of their activities is achieved through: the use of new technologies; ensuring financial stability; scalability of the results achieved; transparency of operations; and honesty of managers and employees. The authors have shown that the Russian non-profit sector is now an active participant in the social and economic process, which is not only at the federal level but also at the regional level, because socially- oriented non-profit organizations take part in the regional reproduction process, contribute to the implementation of civil initiatives in the region, promote charitable and volunteer activities in the region and implement socially important regional projects. The authors present the aspects of the characteristics of socially-oriented organizations in the context of the regional economy.

Short-term forecasting of the gross regional product based on the use of the apparatus of production functions
Abstract
The article discusses the issues of short-term forecasting of gross regional product using the elements of the Solow model. On the example of the economy of the Khanty-Mansiysk Autonomous Okrug, estimates were made of changes in the values of the specified economic indicator with a forecast horizon of one year. For forecasting, production functions of the type CES - functions and VES - functions were used. The forecasting results were compared with the data of socio-economic statistics of the Federal State Statistics Service of the Russian Federation, presented in a regional context.

Ecosystem approach in the Arctic: essence and problems
Abstract
The Arctic is a complex geographical area to govern sustainably due to strong geopolitical and socio-economic interests, high ecological vulnerability and importance, and significant legal and institutional fragmentation. Intensifying human pressures in this area necessitate an ecosystem-based and adaptive governance approach, an approach that enables managing socio-ecological resilience in the Arctic. As the Arctic is a large geographic area crossing multiple national jurisdictions and maritime zones, including high seas areas, regionally coordinated and coherent governance approaches would be desirable.
The purpose of this article is to examine the issue of ecosystem management in the Arctic in light of the potential implications of the ongoing negotiations on a new global treaty on the conservation and sustainable use of biodiversity in areas beyond national jurisdiction for the management of Arctic ecosystems. The new approach to managing the Arctic is not straightforward, given that much of the Arctic is located in areas beyond national jurisdiction. The article explores the problems and options for formulating an effective ecosystem approach to the conservation of Arctic biodiversity against the backdrop of diverging negotiating positions on the role of the global compact in filling gaps in governance and regulation; on the role of regional and sectoral bodies in the implementation of global rules; and in reviewing the work done in the context of the Arctic Council on the ecosystem approach. The ecosystem approach formulated by the Arctic Council is analyzed and some of the problems associated with its implementation are outlined and various options for solving such problems are considered.
